HE INFORMED THE.BOARD THAT AS OF TODAY THERE ARE NO MORE TAPS AVAILABLE <br />ON THE 12" LINE NORTH OF THE MOORINGS. MR. LITTLE FELT A WATER DISTRICT <br />FOR ALL OF THE BEACH SOUTH OF THE CITY LIMITS SHOULD BE CONSIDERED. HE <br />SUGGESTED THAT THE QUICKEST AND LEAST EXPENSIVE SOLUTION WOULD BE TO <br />BUILD A MILLION GALUIN GROUND LEVEL STORAGE TANK CLOSE TO THE PRESENT <br />100,000 ELEVATED TANK AND INSTALL SEQUENTIAL PUMPS, WHICH HE FELT WOULD <br />GREATLY BENEFIT THE COUNTY BY OPENING UP THE ENTIRE BEACH AREA SOUTH OF <br />THE CITY LIMITS FOR AS MUCH AS TEN YEARS. <br />ATTORNEY SHARP SUGGESTED THAT A WATER DISTRICT BE CREATED SOUTH <br />OF THE MOORINGS AND PROVISIONS MADE WHERE IT COULD BE EXPANDED TO ENCOM- <br />PASS OTHER AREAS, BUT ATTORNEY COLLINS NOTED THAT TAXING DISTRICT LAND <br />HAS TO BE CONTIGUOUS, <br />CITY MANAGER LITTLE POINTED OUT THAT THERE ARE ONLY 20 HOMES <br />NEEDING IMMEDIATE HELP, WHICH HE DID NOT FEEL WOULD HAVE ANY GREAT AFFECT <br />ON THE EXISTING LINE. <br />CHAIRMAN WODTKE INQUIRED IF IT WOULD BE POSSIBLE TO TAKE JUST <br />THE 5/10 OF A MILE AS A DISTRICT ALONE, AND MR. HEPBURN WALKER STATED <br />THAT CITY ENGINEER LLOYD ESTIMATED $52,000 WOULD TAKE CARE OF ALL -THE HOMES <br />ON THAT AREA, <br />MR. LITTLE BROUGHT UP THE PROBLEM OF ABSENTEE LANDOWNERS WHO <br />WOULD NOT WANT TO PARTICIPATE, BUT ATTORNEY SHARP FELT THE PEOPLE IN THE <br />AREA WANT THIS ENOUGH THAT THERE WOULD BE NO PROBLEM WITH ASSESSMENTS. <br />~ATTORNEY COLLINS ASKED IF THE PROPERTY OWNERS IN THIS AREA WOULD <br />PREFER A MUNICIPAL SERVICE TAXING DISTRICT OR A SPECIAL TAXING DISTRICT. <br />ATTORNEY SHARP FELT THEY WOULD WANT WHICHEVER IS QUICKEST IF THE <br />COST WERE NOT.TOO FAR APART, <br />MR. LITTLE STATED HE FELT THEY WOULD BE MAKING A MISTAKE TO GO <br />ON A MILLAGE BASIS WHICH INVOLVES PROPERTY VALUES AS WHETHER THERE IS A <br />HOUSE ON THE PROPERTY OR NOT WOULD MAKE A GREAT DIFFERENCE. <br />CHAIRMAN WODTKE REITERATED THAT THE EARLIEST WE COULD RAISE FUNDS <br />FOR A MUNICIPAL SERVICE TAXING DISTRICT WOULD BE OCTOBER OF 1978, <br />19 <br />MAY 181977' <br />
