COMMISSIONER SIEBERT INFORMED HIM THAT THE BOARD DOES NOT FEEL <br />WE SHOULD GET INVOLVED WITH THIS UNLESS THE CITY OF SEBASTIAN REQUESTS IT. <br />PLANNING DIRECTOR BRENNAN POINTED OUT THAT SEBASTIAN IS NOT AWARE <br />OF THE SYSTEM WE ARE SETTING UP. HE FELT THERE IS A VOID THERE AND NUMBERS <br />MAY BE ISSUED THAT DO NOT CORRELATE WITH THE COUNTYWIDE SYSTEM. <br />CHAIRMAN WODTKE ASKED IF THE BOARD WISHED TO HAVE THE PLANNER <br />MAKE THE CITY OF SEBASTIAN AWARE OF WHAT WE ARE DOING AND INFORM THEM THAT <br />WE WOULD LIKE TO HAVE THEIR PLAN COORDINATED WITH OURS, <br />THE BOARD AGREED THIS SHOULD BE DONE. <br />COMMISSIONER SIEBERT REPORTED ON THE PROGRESS OF THE BUILDING <br />FEASIBILITY STUDY AND INFORMED THE BOARD THAT HE, THE ADMINISTRATOR AND <br />THE PLANNING DIRECTOR, HAVE REVIEWED THE LACK OF COORDINATION BETWEEN ZON- <br />ING AND PLANNING AND THE RESULTANT CONFUSION THAT THIS CAUSES THE GENERAL <br />PUBLIC. HE STATED THEY WOULD RECOMMEND THAT THE ZONING AND PLANNING <br />DEPARTMENTS BE PHYSICALLY LOCATED TOGETHER AND WOULD LEAVE IT TO THE DIS- <br />CRETION OF THE BOARD AS TO WHETHER THESE DEPARTMENTS SHOULD BE CONSOLIDATED. <br />THEY ALSO' RECOMMEND' THAT THE C019NTr HAVE" THE -m-0 "ktmw DEPAR-wtI=,IT, <br />WHICH WOULD BE A SEPARATE DEPARTMENT IN A SEPARATE BUILDING, BUT LOCATED <br />NEAR PLANNING AND ZONING. <br />COMMISSIONER SIEBERT THEN DISCUSSED SITE PLAN REVIEW AND WHETHER <br />IT PROPERLY BELONGS WITH THE PLANNING DEPARTMENT, HE NOTED THAT WE NOW <br />HAVE A SUBDIVISION REVIEW COMMITTEE, A MINING REVIEW COMMITTEE, AND A LAND- <br />FILL <br />ANDFILL COMMITTEE, AND EACH OF THESE HAVE PEOPLE WITH EXPERTISE IN.CERTAIN <br />AREAS. HE POINTED OUT THAT THE PLANNING DEPARTMENT IS NOT QUALIFIED TO RE- <br />VIEW SOME SPECIALIZED AREAS, I.E., DRAINAGE FOR THE VERO MALL, AND RECOM- <br />MENDED THAT THE SUBDIVISION REVIEW COMMITTEE BE REPLACED BY A TECHNICAL <br />REVIEW COMMITTEE WHICH WOULD REVIEW MINING PERMITS, SITE PLANS, SUBDIVI- <br />SIGNS, OR ANY OTHER AREA DEEMED NECESSARY, <br />COMMISSIONER SIEBERT NEXT BROUGHT UP REZONING IN CONFORMANCE TO THE <br />MASTER PLAN AND NOTED THAT ASSISTANT PLANNER BERG HAS RECEIVED AN ANSWER <br />FROM THE.DIVISION OF STATE PLANNING, WHICH SAYS THAT IT IS NOT NECESSARY. <br />COMMISSIONER SIEBERT CONTINUED THAT HE HAS BEEN INFORMED THAT THE LAW IS <br />SPECIFIC THAT YOU MAY HAVE A ZONING MAP THAT CONFLICTS WITH YOUR MASTER, <br />PLAN, BUT YOU CANNOT REZONE IN CONFLICT WITH THE MASTER PLAN.
