DISCUSSION FOLLOWED AS TO WHEN MR. JENKINS MAY BEGIN OPERATIONS, <br />AND THE ATTORNEY STATED THAT HE COULD PROCEED AS SOON AS THE STIPULATION <br />IS FILED AND THEY HAVE COMPLIED WITH THE EXISTING REQUIREMENTS UNDER THE <br />ORDINANCE. <br />ZONING -DIRECTOR WALKER NOTED THAT THE BOND MUST BE ACCEPTED AND <br />. i <br />APPROVED, THE SITE PLAN MUST BE APPROVED, AND HE FELT THE AREA MUST BE <br />FLAGGED BEFORE A PERMIT IS ISSUED. <br />ATTORNEY COLLINS SUGGESTED THAT THE ZONING DIRECTOR GET TOGETHER <br />WITH MR. dJENKINS AND LIST EXACTLY WHAT MUST BE DONE IN ORDER TO GET THEM <br />BACK TO WORK. { <br />CHAIRMAN WODTKE INSTRUCTED THE ADMINISTRATOR TO INFORM DICKERSON, <br />INCORPORATED, THAT THEY WILL BE REQUIRED TO PUT IN PER CUBIC YARD IN THE <br />ESCROW ACCOUNT AS PER THE AGREEMENT. <br />COMMISSIONER SIEBERT DISCUSSED REQUIRING SITE PLAN REVIEW FOR <br />SHOPPING CENTERS, NOTING THAT THERE ARE SEVERAL NEW SHOPPING CENTERS IN <br />THE OFFING. HE ASKED PLANNING DIRECTOR BRENNAN IF ANY OF THEM WOULD RE— <br />QUIRE A ZONING CHANGE, WHICH WOULD GIVE -US TIME TO FOLLOW OUR NORMAL PRO— <br />CEDURES, AND MR. BRENNAN STATED THAT ONLY ONE WOULD. <br />ATTORNEY COLLINS NOTED THAT AS AN EMERGENCY THE BOARD COULD <br />AUTHORIZE HIM TO ADVERTISE AND DEAL WITH THIS AT THE FIRST MEETING IN JULY <br />OR THEY COULD ADOPT AN EMERGENCY ORDINANCE TODAY IF THEY FELT IT WAS NEEDED, <br />COMMISSIONER LOY FELT WE SHOULD GO AHEAD AND AUTHORIZE THE <br />ATTORNEY TO ADVERTISE AN ORDINANCE. <br />MR. BRENNAN INFORMED THE BOARD THAT THE SITE FOR ONE CENTER IS <br />ALREADY ZONED C -I, AND THEY COULD COME IN RIGHT NOW FOR A PERMIT, THUS <br />AVOIDING THE NECESSITY OF SITE PLAN REVIEW. <br />.COUNTY PLANNER BRENNAN THEN PRESENTED THE BOARD WITH COPIES OF <br />SUGGESTED SUBMISSION &PROCESSING PROCEDURES FOR SITE PLAN REVIEW IN INDIAN <br />RIVER COUNTY. THESE SUGGESTIONS ARE TO BE GIVEN TO THE ZONING COMMISSION <br />TOMORROW NIGHT FOR REVIEW AND STUDY TO BE ACTED ON LATER, <br />COMMISSIONER SIEBERT FELT IF WE ARE GOING TO ADOPT THESE PRO— <br />CEDURES THAT WE SHOULD CHANGE THE NAME OF THE SUBDIVISION REVIEW COMMITTEE <br />TO THE TECHNICAL REVIEW COMMITTEE AND COMBINE THE VARIOUS COMMITTEES WE <br />NOW HAVE INTO ONE. <br />45 <br />.5 <br />JUN 1977 ,. <br />
