i <br />HAMILTON ARDEN OF ARDEN INSURANCE AGENCY APPEARED TO DISCUSS <br />MR. MCDANIEL'S RECOMMENDATION. MR, ARDEN STATED THAT SOMEONE WHO IS <br />l <br />TRAINED TO SPOT THE HAZARDS NEEDS TO BE LOOKING AT SAFETY EVERY DAY. HE <br />NOTED THAT MR. DONLON, WHO HAS BEEN ASSIGNED THIS RESPONSIBILITY , DOES <br />NOT HAVE SUFFICIENT TIME TO TAKE CARE OF IT ADEQUATELY. .MR. ARDEN <br />POINTED OUT THAT RATES REFLECT EXPERIENCE, AND IF THERE IS A LOSS <br />1 <br />PROBLEM, IT WILL BE REFLECTED. HE ALSO NOTED THAT INSURANCE WILL PAY TO <br />FIX UP A HURT EMPLOYEE, BUT IT DOESNIT PAY THE COUNTY FOR THE LOSS OF HIS <br />TIME. <br />CHAIRMAN WODTKE ASKED WHAT RESPONSIBILITY THE INSURANCE COMPANY <br />HAS TO PROVIDE A SAFETY PROGRAM. <br />MR. ARDEN STATED THAT THEIR RESPONSIBILITY IS TO WRITE THE <br />INSURANCE, PAY THE CLAIMS AND ASSIST WITH SAFETY, BUT THE pIN HOUSEr` <br />RESPONSIBILITY IS THE COUNTY'S. HE CONTINUED THAT WORKMEN'S COMPENSATION <br />IS THE MAJOR PART OF THE INSURANCE COST. RIGHT NOW THE COUNTY IS PAYING <br />LESS THAN THE STANDARD RATE, BUT WITH ONE OR TWO YEARS OF ADVERSE <br />EXPERIENCE, IT COULD SWING THE OTHER WAY, AND _HE BELIEVED THE RESULTANT <br />DIFFERENCE IN RATES WOULD MORE THAN PAY THE SALARY OF SOMEONE TO <br />PREVENT THESE THINGS FROM HAPPENING. MR. ARDEN SAID HE DID NOT FEEL THIS <br />JOB WOULD WARRANT A $15,000-20,000 A YEAR SALARY, BUT SUGGESTED THAT A <br />KEY PERSON BE SELECTED TO TAKE SOME COURSES, AND THEN BE GIVEN THIS <br />RESPONSIBILITY AND SOME TIME TO ATTEND TO IT. <br />ADMINISTRATOR .JENNINGS STATED THAT HE AGREED WITH MR. ARDEN UP <br />-TO A POINT. HE INFORMED THE BOARD THAT A SAFETY MEETING IS BEING HELD <br />ONE DAY A MONTH AT THE COUNTY GARAGE WITH THE EMPLOYEES WHO WORK IN THE <br />FIELD WITH THE HEAVY EQUIPMENT. THEY ARE ASKED TO REPORT DAILY ON ANY <br />PROBLEM THEY MIGHT HAVE WITH THE EQUIPMENT. HE NOTED THAT FOR THE PAST <br />THREE MONTHS, SAFETY MEETINGS IN ADDITION TO THESE HAVE BEEN HELD BY <br />THE FOREMAN AND THE GROUP LEADERS, AND ALL AREAS OF THE SAFETY RULES <br />HANDBOOK WERE DISCUSSED WITH THESE EMPLOYEES, THE ADMINISTRATOR <br />PRESENTED TO THE BOARD COPIES OF THE INDIAN RIVER COUNTY SAFETY RULES. <br />ADMINISTRATOR .JENNINGS STATED THAT HE DOES FEEL THERE.IS MERIT TO HAVING <br />SOMEONE WITH THE TIME TO GO AROUND AND TRY TO COMPLY WITH THESE REGULATIONS <br />BUT ALSO FEELS THERE ARE POINTS WHERE SOMEONE WHO HAS NOT HAD PRACTICAL <br />EXPERIENCE CAN STRETCH THIS OUT TO BE IMPRACTICAL.
