COMMISSIONER SCHMUCKERIS ONLY COMMENT WAS THAT IF WE GO TO <br />THE DATA CENTER, IT WILL BE MR. BRADISHESEQUIPMENT WHICH WILL LEAVE <br />THE COURTHOUSE, <br />CHAIRMAN WODTKE ASSURED MR. BRADISH THAT THERE WILL BE MORE <br />TIME AND STUDY GIVEN TO THIS REPORT, AS HE FELT THERE ARE MANY <br />QUESTIONS STILL TO BE ANSWERED. <br />ATTORNEY COLLINS ASKED MR. BRADISH IF HE HAD SUFFICIENT <br />OPPORTUNITY TO PUT ACROSS HIS VIEWS DURING THE VARIOUS MEETINGS THAT <br />WERE HELD. <br />MR. BRADISH STATED THAT HE DID HAVE AN OPPORTUNITY -AND WOULD <br />LIKE TO HAVE GIVEN A PROPOSAL, BUT IT WAS NOT REQUESTED -AND HE DID NOT <br />FEEL AN UNSOLICITED PROPOSAL WOULD BE RECEIVED VERY FAVORABLY, <br />COMMISSIONER SCHMUCKER STATED THAT HIS COMMITTEE WORKED LONG <br />AND HARD, TRIED TO BE AS UNBIASED AS THEY COULD, AND THEY DID COME <br />TO A UNANIMOUS DECISION. HE NOTED THAT WHEN THEY PICKED .JOHN BURGER <br />AS CONSULTANT, THEY FELT, IF ANYTHING, HE WOULD BE MORE BIASED FOR AN <br />IN-HOUSE SYSTEM BECAUSE HE DOES MANAGE SUCH A SYSTEM. <br />INTERGOVERNMENTAL COORDINATOR THOMAS INFORMED THE BOARD THAT <br />RALPH HARRIS, AL WEBBER AND HE HAD THE FIRST COMPUTER INSTALLED, WHICH <br />WAS AN IBM COMPUTER, BUT GOT INTO A TREMENDOUS AMOUNT OF ACCOUNTING <br />PROBLEMS IN THE VERY FIRST YEAR, BECAUSE THE ASSURANCES IBM GAVE <br />ABOUT TRAINING AND FURNISHING US THE NECESSARY PEOPLE FOR A TRAINING. <br />PROGRAM WERE COMPLETELY UNRELIABLE. THE COORDINATOR CONTINUED THAT <br />BASICALLY THE PEOPLE IBM HAD AVAILABLE AT THAT TIME WERE OUT OF CANAVERAL <br />AND WE HAD A VERY SMALL SYSTEM SO MANY TIMES WE HAD TO WAIT A WEEK <br />OR TWO FOR ANY ATTENTION. HE NOTED, HOWEVER, BY THE SAME TOKEN THAT <br />WHEN WE MADE THE DECISION TO GO WITH THE IN-HOUSE COMPUTER, THERE WAS <br />A PROBLEM AT THE.COMPUTER CENTER IN REGARD TO GETTING SERVICE, BUT <br />HOPEFULLY THIS SERVICE PROBLEM HAS NOW BEEN CORRECTED BOTH BY IBM <br />AND THE DATA CENTER. <br />JOHN BURGER EXPLAINED HIS APPROACH TO THE IN-HOUSE COST <br />FIGURES,AND NOTED THAT HE' TRIED TO PUT A BUDGET TOGETHER ALLOWING <br />FOR PERSONNEL SERVICES, CONTRACTURAL SERVICES, MATERIAL AND SUPPLIES <br />AND CAPITAL OUTLAY IN A REALISTIC MANNER. HE FELT HIS BUDGET ITEMS <br />ON PAGE 33 PRETTY WELL EXPLAIN AND SUPPORT WHY THE IN-HOUSE COSTS <br />ARE SO HIGH.
