Wodtke, Chairman <br />Board of County Commissioners <br />Indian River County Court House <br />_ Vero Beach, Florida 32960 <br />Dear Sir: <br />Inasmuch as we are now responsible for providing fire pro- <br />tection and fire prevention activities for the entire county, <br />it would only seem logical and equitable that the Town of <br />Indian River Shores, receive from the county just compensation. <br />j Additionally, there are areas under dual taxation where the <br />Town does have some good arguments. <br />Whereas, the Town contributed, in the form of taxes, towards <br />the establishment of a fire department, the county contributed <br />Revenue Sharing Funds. The other municipalities within the <br />county did not contribute anything towards the fire department <br />and yet we are responsible in case of an emergency to respond <br />to these areas. Again, the City of Vero Beach is receiving <br />approximately $290,000.00 for fire services (which includes the <br />Indian River Shores tax dollars). This seems rather incongruous <br />because the only fire of any consequence Indian River Shores <br />fire department responded to was in Vero Beach. <br />This administration has been left with an unconscionable agree- w <br />went dated 5 November 1975•, made by the previous administration, <br />wherein -the County will notify us at some future date, when they <br />Will assume responsibility for the Fire Department. How can we ` <br />plan a capital improvement program with an agreement of that l <br />nature? <br />How can the county logically expect us to support two pumpers , <br />and a ladder truck logistically when the fire rate in Indian River <br />Shores is practically non-existant? <br />We haven't seen any reports from rating organizations or cost <br />analysis studies made that support the agreements between the <br />'County and the past administration in the establishment of a fire ! <br />department. <br />In view of the foregoing we are proposing that the County adopt one <br />of several options. <br />a. assume responsibility for the Fire Department immediately; <br />b. abrogate the agreement and let Indian River Shores operate the <br />fire department with financial assistance from the county; <br />C. close the fire station and give Vero Beach the responsibility for <br />fire protection as was done in the past. <br />Unless some viable solution is reached by the County, we have no <br />alternative but to explore the legalities of an unconscionable agreement <br />and the areas of dual taxation. <br />• Very truly yours, <br />Edward J.'Nola Mayor <br />-• - -•-- - - - __ ..�._ ._..._.._ _.--,Town of Indian iver Shores <br />MIA 30 P,,,F 442 <br />A <br />
