M. <br />COMMISSIONER LOY ASKED IF THE CERTIFICATE OF NEED INDICATES <br />THAT ONLY THIS CARRIER WILL BE ABLE TO PROVIDE THIS SERVICE. <br />ATTORNEY COLLINS SAID HE DID NOT FEEL THAT WILL BE THE CASE, <br />BUT WITH THE CERTIFICATE OF NEED THERE MAY BE REQUIREMENTS AS TO THE <br />EQUIPMENT THE CARRIER MUST USE, WHICH PIPER MAY NOT BE ABLE TO PROVIDE. <br />IN FURTHER DISCUSSION, IT WAS AGREED TO HOLD THIS ITEM UNTIL <br />FURTHER INFORMATION IS RECEIVED. <br />COMMISSIONER SCHMUCKER REPORTED THAT HE HAS ATTENDED FURTHER <br />MEETINGS WITH HOUSING URBAN DEVELOPMENT IN REGARD TO THE COMMUNITY BLOCK <br />DEVELOPMENT REHABILITATION PROGRAM, AND SOME OF THE MONEY BUDGETED FOR <br />REHABILITATION OF HOUSING MUST BE SPENT, COMMISSIONER SCHMUCKER CONTINUED <br />THAT HE PREVIOUSLY DEVELOPED A REHABILITATIVE PLAN FOR ADDING ONTO THE <br />HOUSES, BUT HAS NEVER BEEN ABLE TO WORK OUT A SATISFACTORY PROCEDURE AS FAR <br />AS CONTRACTING FOR THIS WORK, HE STATED THAT HE WOULD LIKE TO GET A <br />CONTRACTOR TO GIVE US A SPECIFIC PRICE FOR A SPECIFIC BUILDING. THE <br />COUNTY WOULD THEN HAVE TO MAKE OUT A CHECK FOR THAT AMOUNT -TO THE PERSON <br />OWNING THE BUILDING, AND THIS PERSON WOULD THEN HAVE TO COUNTERSIGN THE <br />CHECK WHICH WOULD HAVE TO BE HELD UNTIL THE WORK IS COMPLETED, WHICH IS <br />AN INVOLVED SITUATION. <br />ATTORNEY COLLINS ASKED WHY THE COUNTY CAN'T BID THE WORK OUT <br />AND PAY THE CONTRACTOR FOR THE WORK TO BE DONE. <br />ADMINISTRATOR JENNINGS ANSWERED THAT THE COMMUNITY DEVELOPMENT <br />BLOCK GRANT REQUIRES THAT THE FUNDS FOR THE REHABILITATION MUST BE PAID <br />DIRECTLY TO THE OWNER OF THE BUILDING.. <br />DISCUSSION FOLLOWED IN REGARD TO THE PROBLEM OF KEEPING A "LIVE" <br />CHECK LYING AROUND FOR MONTHS AT A TIME. <br />COMMISSIONER DEESON SUGGESTED THAT THE OWNER OF THE BUILDING <br />• ENDORSE THE CHECK PAYABLE TO THE CONTRACTOR AND THE CHECK THEN BE HELD <br />IN A SAFE. DEPOSIT BOX UNTIL THE WORK IS SATISFACTORILY COMPLETED, <br />THE BOARD AND THE ATTORNEY AGREED ON THIS SOLUTION. <br />COMMISSIONER SCHMUCKER STATED THAT HE WISHES TO PROCEED ON <br />ONE BUILDING, AND IF HE CAN GET A CONTRACTOR TO BID AND GET A PRICE, THEN <br />A BUILDING PERMIT CAN BE OBTAINED. <br />21 <br />SEP 7 1977 <br />� b 0 g 33 pmX- 44 <br />A <br />
