general <br />L� r sharing <br />STATEMENT of ASSURANCES <br />(continued) <br />Requirement <br />Section 121(b)(2) of the State and Local Fiscal Assist- <br />ance Act of 1972, as amended, requires each recipient <br />government to hold a public hearing on the proposed <br />uses of entitlement funds and the relationship of such <br />funds to its entire budget prior to its enactment. The <br />budget hearing is to be conducted by the governmental <br />body responsible for enacting the budget. (See Section <br />51.14 of the regulation.) <br />Waiver Provision (Alternative Procedures) <br />An alternative budget hearing process, as provided in <br />Section 51.14(e) of the regulation, may be used by any <br />recipient government which assures the following: <br />(check if appropriate) <br />X ❑ (1) State or local law exists which requires a <br />public hearing on the budget which meets the require- <br />ments of Section 121(b)(2) of the Act and such State <br />or local law has been complied with.
