HAD A GOOD RELATIONSHIP AND HE FEELS THE PLANNING COUNCIL BOARD WOULD LIKE <br />TO CONTINUE IT, BUT POINTED OUT THAT THEY ARE IN THE POSITION OF NEEDING TO <br />KNOW NOW BECAUSE THEY WILL BE GOING INTO THE NEW FISCAL YEAR ON OCTOBER 1ST. <br />SHERIFF .JOYCE STATED THAT HE HAS BEEN SERVED PROPERLY WHERE HE <br />IS NOW. HE NOTED THAT INDIAN RIVER COUNTY HAS MORE MUNICIPALITIES TO <br />CONSIDER THAN MARTIN AND ST. LUCIE, AND IT IS IMPORTANT THAT WE GET THE <br />SAME FUNDS. <br />COMMISSIONER SIEBERT SAID HE FELT WE WILL RECEIVE EQUAL FUNDING <br />AND TREATMENT EITHER WAY, AND IF THE SHERIFF WANTS TO STAY WITH FAST <br />CENTRAL FLORIDA RPC, HE WOULD GO ALONG WITH THAT SUGGESTION. <br />COMMISSIONER LOY AGREED THAT LEAA IS ON SHAKY GROUND, AND IF <br />THE SHERIFF AND OTHER REPRESENTATIVES DONT MIND TRAVELING THE EXTRA <br />DISTANCE FOR ONE MORE YEAR, SHE WOULD ALSO LIKE TO STAY WITH EAST CENTRAL <br />FOR ONE MORE YEAR; <br />COMMISSIONER SIEBERT ASKED MR. SHANNON IF HE ANTICIPATED ANY <br />PROBLEM GETTING AN APPROVAL OF A CONTRACT WITH EAST CENTRAL FLORIDA RPC IN <br />THIS REGARD. <br />MR. SHANNON STATED THAT THE STATE HAS INDIRECTLY SAID THAT THERE <br />IS A PROVISION IN THE BY-LAWS WHICH DOES NOT ALLOW THEM TO LET THE MONIES <br />BY CONTRACT; BUT THEY MAY CONSIDER A WAIVER OF THE BY-LAWS IN THIS INSTANCE. <br />ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER <br />SCHMUCKER, THE BOARD UNANIMOUSLY REQUESTED TREASURE COAST REGIONAL <br />PLANNING COUNCIL TO MAKE ARRANGEMENTS WITH EAST CENTRAL REGIONAL PLANNING <br />COUNCIL FOR EAST CENTRAL TO CONTINUE HANDLING THE LEAH PLANNING FOR <br />INDIAN RIVER COUNTY. <br />ADMINISTRATOR JENNINGS INFORMED THE BOARD THAT HIS STAFF HAS <br />REVIEWED THE BIDS ON THE TRACK -TYPE FRONT END LOADER AND RECOMMENDS THAT <br />THE LOW BID OF DEWIND MACHINERY, FT. LAUDERDALE, IN THE AMOUNT OF $46,707. <br />BE ACCEPTED. HE NOTED THAT THEY ARE RECOMMENDING OUTRIGHT PURCHASE <br />RATHER THAN THE TOTAL COST BID AS THEY DO NOT HAVE A TRACK RECORD ON THIS <br />AND WOULD LIKE TO HAVE ANOTHER YEAR OR SO TO BUILD A RECORD ON IT. <br />ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER <br />DEESON, THE BOARD UNANIMOUSLY ACCEPTED THE BID OF DEWIND MACHINERY CO., <br />FT.
