FLOOD CON- TINUED THAT HE HAD ANTICIPATED GETTING BY WITH A LITTLE BIT LESS THAN THAT BUT, AFTER MEETING WITH THE STATE FISCAL PEOPLE, HE DISCOVERED THAT WHILE THE ADVERTISED MILLAGE WOULD BALANCE THE BUDGET, IT WAS NOT SUFFICIENT TO MEET THEIR STATUTORY REQUIREMENTS TO COVER THE BUD- GET FROM .JUNE THROUGH THE TIME THE TAX MONIES ARE MADE AVAILABLE. 16 I 1 PACE.
