IU <br />Q11 <br />` <br />`:t <br />This will reaffirm the position of the Board of Supervisors of <br />Indian River Farms Water Management District on the access road to the <br />Indian River Community College (Mueller Center) site west of Kings <br />Highway on the north side of the Main Outfall Canal. <br />The Board of Supervisors maintains their original decision of <br />granting an easement to the Community College (or County) permitting <br />the construction of pavement on the north 12 feet of the Main Canal <br />right of way with the understanding that certain shoulder work may be <br />required on the south side of said pavement but that roadway pavement <br />drainage should be to the north into a swale or collector Ditch System <br />on the north side of pavement that will drain through culverts back <br />underneath the roadway and existing berm of the main canal. <br />This was the decision of the Board upon the initial request by <br />the Community College Staff two or three years ago. I believe that <br />one set of engineering plans for the roadway was prepared by their <br />consulting engineering firm per this agreement. <br />Subsequently permission and easement was granted to the City of <br />Vero Beach for the construction of a water main to the College site. This <br />water line lies 15 feet south of the north right of way or 3 feet south <br />of the proposed edge of pavement. Also, permission and easement has <br />been granted to Southern Bell Telephone Company for installation of an <br />underground telephone cable to the college site, located 18 feet south <br />,of the north right of way of the Main Canal, or three feet south of the <br />water main, and 6 feet south of the south edge of proposed pavement.
