THE ADMINISTRATOR STATED THAT HE WAS PLEASANTLY SURPRISED <br />TO LEARN THAT THERE ACTUALLY HAS BEEN A.SLIGHT DECREASE IN THE ASPHALT <br />PRICES, AND ASSISTANT ADMINISTRATOR NELSON NOTED THAT THE INCREASES <br />HE REVIEWED SEEM TO BE REASONABLE, <br />CHAIRMAN WODTKE ASKED ABOUT ESCALATOR .CLAUSES, AND THE <br />ADMINISTRATOR STATED THAT WE HAVE A NUMBER OF ESCALATIONS, BUT POINTED <br />OUT THAT THIS IS REGULATED AND A COMPANY CANNOT JUST CAPRICIOUSLY <br />RAISE THE PRICE EVERY SO OFTEN. <br />COMMISSIONER SIEBERT ASKED IF THE AWARD FOR THE GASOLINE <br />AND DIESEL FUEL COULD BE SPLIT INTO TWO PARTS, BUT MR.
