Consideration of Alternatives <br />The capital costs of either constructing new treatment and disposal <br />facilities or pumping to the City's system are approximately equal. <br />Since construction of a new treatment plant would eliminate the City's <br />treatment and disposal charges, this alternative may appear to be the <br />method of choice. There are, however, three conditions which mitigate <br />against this choice. First, regulatory agency approval of treated <br />waste disposal via land application may be difficult to obtain since <br />the percolation ponds would discharge into the area's drinking water <br />supply aquifer. Second, the treatment and disposal system will be <br />an interim facility which will be abandoned at some time in the fore- <br />seeable future. Lastly, increasingly stringent regulatory agency <br />requirements may require additional capital investment and increased <br />operating costs (e.g., removal of nutrients prior to discharge). <br />Consequently, we recommend.discharge to the City of Vero Beach sewage <br />system. <br />Solution of the point of discharge into Vero Beach's system will <br />depend upon the connection charge required to connect at the hospital <br />lift station. The County should request the City to furnish this <br />information at an early date. In any event. the project construction <br />cost plus connection charge should not exceed the estimate for <br />Option 2, or $210,000. Otherwise, Option 2 could be selected. <br />E. Renovation of Existing Collection System <br />The December 1974 report describes the results of a TV inspection <br />of the existing sewage collection system.
