COUNTY PLANNER BRENNAN DISCUSSED WITH THE BOARD A WORK- <br />SHOP MEETING TO BE HELD IN ORLANDO ON TAX INCREMENT FINANCING WHICH <br />MIGHT POSSIBLY BE OF USE IN CONJUNCTION WITH THE COMMUNITY DEVELOP- <br />MENT BLOCK GRANT WORK AND ASKED IF THE BOARD WISHED HIM TO ATTEND. <br />IT WAS AGREED THAT IT WAS NOT NECESSARY FOR MR. BRENNAN <br />TO ATTEND THIS MEETING. <br />MR. BRENNAN NEXT REPORTED -TO -THE BOARD ON THE FLOOD IN- <br />SURANCE STUDY AND FLOOD INSURANCE RATE MAPS. HE NOTED THAT THE <br />PUBLIC WAS ADVISED TO GO TO .JUDGE SMITH'S OFFICE FOR THIS INFORMA- <br />TION AND.THE MAPS WERE NOT RECEIVED IN THE .JUDGE'S OFFICE UNTIL 90 <br />DAYS AFTER THE ADVERTISEMENT, AT WHICH TIME THE APPEAL PERIOD <br />EXPIRED. MR. BRENNAN NOTED THAT WE ARE STILL ON THE EMERGENCY PRO- <br />GRAM SO WE ARE COVERED, BUT STATED THAT HE WILL TRY TO OBTAIN MORE <br />INFORMATION AND COME BACK AND EXPLAIN THE SITUATION IN DETAIL. HE <br />SUGGESTED THAT WE COULD THEN ASK FOR ANOTHER PUBLIC HEARING OR JUST <br />ACCEPT THE MAPS AND THE STUDY. <br />DISCUSSION FOLLOWED IN REGARD TO ASKING FOR AN EXTENSION <br />OF THE APPEAL PERIOD, AND COMMISSIONER LOY NOTED THAT THE EMERGENCY <br />RATES ARE HIGHER THAN THE REGULAR ONES. SHE FELT IT WOULD BE A <br />SAVINGS FOR OUR CITIZENS IF WE COULD GET FINAL ONES ADOPTED. <br />AFTER FURTHER DISCUSSION, ON MOTION BY COMMISSIONER Loy, <br />SECONDED BY COMMISSIONER SIEBERT, THE BOARD UNANIMOUSLY AUTHORIZED <br />THE CHAIRMAN TO WRITE THE FEDERAL INSURANCE ADMINISTRATION TO REQUEST <br />A NINETY -DAY EXTENSION OF THE APPEAL PERIOD WITH REGARD TO INDIAN <br />RIVER COUNTY'S FLOOD INSURANCE AND FLOOD RATE MAPS AND TO OBTAIN <br />CONFIRMATION THAT WE ARE STILL UNDER THE EMERGENCY RULES. <br />COMMISSIONER SCHMUCKER AND COUNTY PLANNER BRENNAN REVIEWED <br />WITH THE BOARD THE MATTER OF THE ATTENDANCE RECORD OF SOME MEMBERS <br />OF THE COASTAL ZONE MANAGEMENT CITIZEN'S ADVISORY COMMITTEE. <br />COUNTY PLANNER BRENNAN EXPLAINED THAT SOME MEMBERS OF THIS <br />COMMITTEE HAVE ATTENDED TREASURE COAST REGIONAL PLANNING COUNCIL <br />MEETINGS AND LET IT BE KNOWN THAT THEY ARE DISSATISFIED WITH THE WAY <br />COASTAL ZONE MANAGEMENT IS BEING HANDLED.
