THE BOARD DISCUSSED THE SUIT BEING FILED BY THE LOCAL <br />ASSOCIATION OF CONTRACTORS, BUT INTERGOVERNMENTAL COORDINATOR <br />THOMAS STATED THAT IT WOULD NOT AFFECT THESE CONTRACTS, <br />THE CHAIRMAN CALLED FOR THE QUESTION. IT WAS VOTED ON <br />AND CARRIED UNANIMOUSLY. <br />ATTORNEY COLLINS ASKED MR. BEINDORF ABOUT THE SIZING OF <br />THE LINES ON 6TH AVENUE GOING TO THE CITY WATER PLANT. <br />ENGINEER BEINDORF STATED THAT SEVERAL MEETINGS AGO, THE <br />CITY REQUESTED THAT THE SIZE OF THE LINE AROUND THEIR PLANT BE IN- <br />CREASED FROM 3" TO 8, AND THERE WAS CONFUSION AS TO EXACTLY WHERE <br />THEY MEANT AND WHAT THE COST WOULD BE. HE STATED THAT THIS IS THE <br />LINE THAT WOULD LEAVE THE 6" LINE THE COUNTY IS PAYING FOR OVER - <br />SIZING FROM THE NEW SHOPPING AREA TO THE PLANT. FROM THIS POINT <br />AROUND THE SEWER PLANT TO TIE INTO THE SEWER EFFLUENT IS WHERE <br />THE ADDITIONAL COST WILL BE. MR. BEINDORF INFORMED THE BOARD THAT <br />THE SUBCONTRACTOR IS WORKING UP A PROPOSAL, BUT HE HAS NOT RECEIVED <br />THE FIGURES YET AND DOES NOT KNOW WHAT THE COST WILL BE. HE NOTED <br />THAT HE BELIEVES THERE WILL BE A LOT OF SEWAGE CUSTOMERS IN THIS <br />AREA, AND AGREES THE LINE SHOULD BE 8" INSTEAD OF 3". <br />COMMISSIONER LOY DISCUSSED WITH THE BOARD LETTERS RECEIVED <br />FROM CHIEF GARLAND OF THE CORPS OF ENGINEERS, AND WILLIAM CARLTON <br />OF THE DEPARTMENT OF NATURAL RESOURCESA N REGARD TO THE CORPS'FEASI- <br />BILITY REPORT FOR BEACH EROSION CONTROL FOR INDIAN RIVER COUNTY. <br />SHE NOTED THAT WHEN WE RESPONDED TO THE CORPS OF ENGINEERS` REQUEST <br />LAST SPRING, IN ORDER TO FINALIZE THIS PROJECT AND GET IT ON TO <br />CONGRESS, WE ATTEMPTED TO ASSIST THE STATE OF FLORIDA IN WHATEVER <br />THEY NEEDED TO EXPEDITE THEIR PART OF THE PROJECT, BUT THE ONE THING <br />WE NEGLECTED TO ADDRESS WAS THAT INDIAN RIVER COUNTY WOULD SERVE AS <br />THE LOCAL SPONSOR AS THE STATE CANNOT. IT NOW APPEARS WE SHOULD <br />EXPEDITE THIS AS SOON AS POSSIBLE BECAUSE APPARENTLY WE ARE HOLDING <br />UP OUR OWN SEBASTIAN INLET PROJECT. <br />RICK SCHMIDT, CHAIRMAN OF THE SEBASTIAN INLET COMMISSION, <br />CAME BEFORE THE BOARD TO DISCUSS THE IMPORTANCE OF GETTING AN <br />AFFIRMATIVE LETTER TO THE CORPS OF ENGINEERS CONFIRMING THIS PROJECT. <br />HE NOTED THE LETTER SENT BEFORE HAD MANY STIPULATIONS IN IT, AND <br />39 <br />NOV 2 1977 <br />
