THIS REPRESENTS THE 50% <br />FEDERAL SHARE OF THE COST OF FOUR PORTABLE RADIOS, 4 BATTERY CHARGERS, <br />AND FOUR CARRYING CASES. <br />CHAIRMAN WODTKE INFORMED THE BOARD THAT THE BOND VALIDATION <br />SUIT WAS FILED YESTERDAY, AND SEVERAL OF THE ENGINEERS FROM POST, <br />BUCKLEY, SCHUH & .JERNIGAN STAYED OVERNIGHT IN ORDER TO DISCUSS WITH <br />THE BOARD PROPOSED RATES FOR THE SANITARY LANDFILL. HE ASKED THAT <br />THIS BE PLACED ON-TODAY IS AGENDA AS AN EMERGENCY ITEM. <br />ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER <br />LOY, THE BOARD UNANIMOUSLY APPROVED ADDING TO TODAY IS AGENDA THE <br />EMERGENCY ITEM REQUESTED BY THE CHAIRMAN. <br />ADMINISTRATOR :JENNINGS INTRODUCED ENGINEERS PHILLIP SEARCY <br />AND KEVIN COOLEY, ASSISTANT ADMINISTRATOR ,NEIL NELSON HANDED OUT <br />COPIES OF THE PROPOSED LANDFILL RATE SCHEDULE. <br />MR. SEARCY INFORMED THE BOARD THAT IT IS IMPORTANT TO MAKE <br />A DECISION SO RATES CAN BE ESTABLISHED, AND REVENUE CAN BE GENERATED <br />AS SOON AS POSSIBLE. HE ASKED MR. COOLEY TO EXPLAIN HOW THEY ARRIVED <br />AT THE PROPOSED RATES. <br />ENGINEER KEVIN COOLEY EXPLAINED THAT THEY WENT OVER THE <br />COSTS FOR OPERATION, PERSONNEL, EQUIPMENT,-SUPPLIES, UTILITIES, ETC., <br />AND ALSO WORKED WITH WILLIAM HOUGH & CO. TO DETERMINE THE REQUIRED <br />DEBT SERVICE, RESERVE FUND, AND REPLACEMENT AND RENEWAL FUND FOR EQUIP— <br />MENT OVER A SEVENTEEN YEAR PERIOD, HE CONTINUED THAT THEY ALSO WORKED <br />WITH THE ADMINISTRATOR AND HIS STAFF TO DEVELOP THIS RATE SCHEDULE. <br />MR. COOLEY NOTED THAT WHEN THE SCALE IS INSTALLED, ALL WASTE <br />WILL BE WEIGHED AND THEY THEN WILL HAVE ACCURATE RECORDS, BUT IN THE <br />.MEANTIME THE COSTS NECESSARILY ARE BASED ON THE BEST ESTIMATES THEY <br />
