and technology in order to provide all students with high quality educational opportunities <br /> beginning July 1, 2013, and ending four (4) fiscal years later on June 30, 2017, with annual <br /> reporting to the citizenry. <br /> SECTION 3. ESSENTIAL OPERATING MILLAGE. Subject to approval by the <br /> electors of the School District at a referendum held as provided in Section 1011.73(2), Florida <br /> Statutes, an 0.6 mill shall be levied within Indian River County for essential operating needs of <br /> the School District, as defined in the preceding paragraph, for the 2013-2014, 2014-2015, 2015- <br /> 2016, and 2016-2017 fiscal years, in an effort to preserve critical operations of the School <br /> District while enduring declining local and state revenues. <br /> SECTION 4. REFERENDUM ELECTION ORDERED. The Board of County <br /> Commissioners of Indian River County, Florida is hereby directed to call an election in <br /> conjunction with the primary election of August 14, 2012, at which the electors within the <br /> School District may vote on the approval of an ad valorem millage of 0.6 mill for four (4) years <br /> as authorized in §1011.73(2), Florida Statutes. <br /> SECTION 5. NOTICE OF REFERENDUM ELECTION. The Superintendent is <br /> hereby authorized and directed to place a notice of the referendum election in a newspaper of <br /> general circulation published in the School District. The publication shall be made at least 30 <br /> days prior to the referendum and shall be made at least twice, once in the fifth week and once in <br /> the third week prior to the week in which the referendum is deemed to be held. The notice of <br /> referendum shall be in substantially the form provided in the attached Exhibit A. This Resolution <br /> shall be published as a part of such notice. <br /> SECTION 6. PLACES OF VOTING; INSPECTORS AND CLERKS. The polls will <br /> be open at the voting places on the date of the referendum election. All qualified electors <br /> residing within the School District shall be entitled and permitted to vote at the referendum <br /> election on the proposition provided in this Resolution. The places, manner and procedures of <br /> voting and the inspectors and clerks of the referendum election shall be those designated by the <br /> Supervisor of Elections of Indian River County in accordance with law. <br /> Page 3 of 5 <br />
