5 <br />A <br />DESCRIPTION OF NEW DISPOSAL FACILITIES <br />The new 190 -acre sanitary landfill site is located in the southeast region of Indian River County, about 6 <br />miles southwest of the approximate geographical center of Vero Beach. The landfill has been designed and <br />constructed in accordance with all applicable local and State requirements as contained under Chapter 17-7 of the <br />Florida Administrative Code (FAC) and has been certified by the Department of Environmental Regulation <br />(DER) as meeting these standards. In addition, the County has applied for and received a permit from DER to <br />operate the sanitary landfill in accordance with the approved construction/operational drawings and engineering <br />documentation prepared by PBS&J. <br />Pertinent construction and operational features of the new sanitary landfill include the following: <br />• Ultimately, solid waste will be placed or disposed on only about 100 acres or approximately 52 <br />percent of the site's total land area. The remaining 90 acres will be devoted to buffer zones; <br />preservation areas, roadways, drainage ditches and other such uses. The site will be developed or filled <br />in four phases, each phase comprising approximately 25 acres of net useable land. <br />• To protect the quality of the region's groundwater resources from potential pollution from the new <br />landfill, all areas of the site upon which solid waste will be deposited are being filled with"clean" fill <br />material to the elevation required to provide a minimum separation of five feet from the seasonal high <br />groundwater table. Also, a network of monitoring wells have been installed at the perimeter of the <br />landfill. Samples taken from these wells will be analyzed to detect any adverse changes in the <br />groundwater quality in the vicinity of the site during the landfill operation. <br />• A perimeter fence will be provided around the site to prevent unauthorized entry and to contain any <br />blowing litter or debris on the site. <br />• Natural vegetation has been left in the 200 -foot wide buffer zone around the perimeter of the site to <br />screen the operation from public view. <br />• A'h-mile long paved access road has been constructed on-site to provide all-weather vehicle access to <br />the working areas of the landfill. <br />• A new 50 -ton capacity motor truck scale has been provided at the entrance of the site to weigh all <br />irfcoming solid waste to provide an accurate and reliable basis for assessing user charges based on <br />weight. A prefabricated modular scale house will also be provided and serve as an interim <br />administration facility. <br />• The following existing equipment has been or will be transferred from the County Road and Bridge <br />Department to the new sanitary landfill: <br />(1) Landfill compactor (1974 Caterpillar Model 816) <br />(1) Bulldozer (1972 Caterpillar Model 977L) <br />(1) Traxcavator (1972 Caterpillar Model D-6) <br />(1) Dragline (1972.Northwest Model 41) <br />All of this existing equipment is in good operating condition.
