SIGNATURE AND NO LITIGATION CERTIFICATE
<br />WE HEREBY CERTIFY that the undersigned Chairman of the
<br />Board of County Commissioners of Indian River County, Florida, did
<br />.on the 1.17'k day of January, 1978, officially sign the following
<br />described obligations of Indian River County, Florida:
<br />$1,815,000 - SOLID WASTE DISPOSAL SYSTEM REVENUE BONDS,
<br />SERIES 1977, dated September 1, 1977,
<br />$5,000 each, numbered from one upward in
<br />order of maturity, bearing interest (pay-
<br />able semiannually on March 1 and September
<br />1) at the rate of five and thirty hundredths
<br />per centum (5.30%) per annum, and maturing
<br />on September 1 of each year, in the years
<br />.and amounts as follows:

<br />obligations by the undersigned Chairman, and on this date, we were
<br />and are the duly chosen, qualified and acting officers authorized
<br />to execute the obligations as indicated by the official titles
<br />opposite our signatures hereunder.
<br />We further certify that the obligations were duly executed
<br />by the facsimile signature of the undersigned Clerk of the Board
<br />of County Commissioners, who hereby adopts, ratifies and confirms
<br />such facsimile signature.
<br />We further certify that our manual signatures have been
<br />filed with the Department of State of the State of Florida pursuant
<br />to the provisions of Section 116.34, Florida Statutes.
<br />We further certify that no litigation of any nature is now
<br />pending or threatened (either in state or federal courts) restraining
<br />or enjoining the issuance, execution or delivery of the obligations,
<br />or in any manner questioning the proceedings or authority under
<br />which the obligations are issued, or affecting the validity of the
<br />obligations or of any provisions made or authorized for their
<br />payment, or affecting the corporate existence of the County or the
<br />title -of its present officers of the Board of County Commissioners
<br />of Indian River County, Florida, or any of them to their respective
<br />offices; and that none of the proceedings or authority for the
<br />issuance of the obligations has been repealed, revoked or rescinded.
<br />We further certify that the Validation Certificate ap-
<br />pearing on each of the obligations was duly executed by the fac-
<br />simile signature of the undersigned Chairman, who hereby adopts,
<br />ratifies and confirms such facsimile signature.
<br />We further certify that the semiannual interest coupons
<br />maturing on March 1 and September 1 of each year, attached to the
<br />obligations, are properly executed by the facsimile signatures of
<br />the undersigned Chairman and Clerk, who hereby adopt and ratify
<br />such facsimile signatures.
