invoice submitted . <br /> Where the number of residences that are to receive <br /> residential recycling service increase as a result of new <br /> structures the payments each month shall be adjusted as <br /> provided under Section 14 . 3 . 3 . <br /> 14 . 3 . 3 - Increase or Decrease in Residential Recycling <br /> Services : On the first day of each month the payment ( s ) for <br /> residential recycling services hereunder shall be adjusted to <br /> correspond with the occupancy of existing or new buildings , and <br /> the demolition of old buildings . The adjustment made on . the <br /> first day of each month shall be for buildings either occupied <br /> or demolished during the month preceding the adjustment ; for <br /> example , any change which is made on June 1 of any year will be <br /> for buildings occupied or demolished in May of the subject <br /> year . Any new unit shall be considered to be occupied when a <br /> certificate of occupancy has been issued . Proof of demolition <br /> shall be demolition permits issued by the Building Department <br /> followed by on- site inspection by the S . W . D . D . verifying that <br /> demolition is complete . <br /> Section 15 . Adjustments to Rates : <br /> 15 . 1 - Changes in Collection Price : Compensation <br /> payable to the Collector for commercial services and <br /> residential collection services shall be adjusted upward or <br /> downward annually to reflect changes in the consumer price index <br /> ( CPI ) for all urban consumer items , U . S . City average , all <br /> items , 1982 - 84 equals 100 , as published by the U . S . Department <br /> of Labor , Bureau of Labor Statistics . Beginning on October 1 , <br /> 1993 , and on each October 1 thereafter , the net change in <br /> approved collection rates shall reflect such increase or <br /> decrease in the CPI as defined above for the last calendar <br /> year , but no increase or decrease shall exceed ten percent ( 10 % ) <br /> per annum . The collection rates in subsequent years of the <br /> Franchise shall be adjusted annually based upon the net change <br /> as described above for the preceding year .
