Section 4 . Definitions 4 . 1 - Authorized Representative : Shall mean the employee or employees designated in writing by the S . W . D . D . to represent the County in the administration and supervision of - the Franchise and Contract . 4 . 2 - Biohazardous / Biomedical Waste : Shall mean any solid waste or liquid waste which is defined as Biohazardous / Biomedical Waste pursuant to County Ordinance , Chapter 17 - 712 , Florida Administrative Code ( F . A . C . ) and Chapter 125 , Florida Statutes . 4 . 3 - Biological Waste : shall mean solid waste that causes or has the capability of causing disease or infection and includes , but is not limited to , Biohazardous / Biomedical waste , diseased or dead animal carcasses , fecal wastes , pathological wastes and other wastes capable of transmitting pathogens to humans or animals . 4 . 4 _ Board : Shall mean the Board of County Commissioners sitting as the S . W . D . D . Board of Commissioners . 4 . 5 - Collector : Shall mean Treasure Coast Refuse Corporation , a Florida Corporation . 4 . 6 - Commercial Collection Service : Shall herein refer to the solid waste collection service or containerized recyclable materials collection service provided to business establishments , County owned property , churches , schools , multiple dwelling units , mobile home parks , office buildings and other commercial or industrial establishments . As related to recyclable materials collection , this definition applies to a service wherein containers are provided to a customer for collection of recyclable materials generated by the customer and does not include public drop -off centers or services wherein - 4 - TCFRANCH .
