ASSISTANT PLANNER BERG INTRODUCED TO THE BOARD THE NEW <br />COMPREHENSIVE PLANNER, DAVID MARSH, WHO WILL BE WORKING ON THE <br />COMPREHENSIVE PLANS FOR THE MUNICIPALITIES OF FELLSMERE AND <br />SEBASTIAN. <br />MR. BERG THEN DISCUSSED WITH THE BOARD PLANS FOR THE <br />DEVELOPMENT OF WABASSO BEACH PARK. HE STATED THAT HE AND MR. PANGBURN, <br />DIRECTOR OF THE WABASSO CIVIC ASSOCIATION, VISITED THE PARK TOGETHER, <br />AND THEY AGREE THAT THE BIGGEST PROBLEMS THERE NOW ARE TRAFFIC AND <br />MISUSE OF THE DUNE AREA. MR. BERG PRESENTED THE BOARD WITH A <br />SUGGESTED PLAN WHICH PROPOSES THE CONSTRUCTION OF A ONE-WAY ROAD <br />SYSTEM WITH A TURN -AROUND AND PARKING AREAS AS A POSSIBLE FIRST STAGE <br />OF DEVELOPMENT. MR, BERG INFORMED THE BOARD THAT PROMISCUOUS DRIVING <br />AND PARKING IS HURTING THE DUNE LINE, AND THEY ARE RECOMMENDING THAT <br />POLES BE EMBEDDED IN THE GROUND ENCIRCLING THE TURN -AROUND AND STRUNG <br />WITH HEAVY WIRE TO HELP CONTROL THIS PROBLEM. MR. BERG CONTINUED <br />THAT HE HAS OBTAINED A ROUGH ESTIMATE ON THE ASPHALT REQUIRED FOR <br />THE PAVING, WHICH WOULD AMOUNT TO ALMOST $8,000, BUT AS YET HE HAS <br />NO INFORMATION ON THE COST OF THE PROPOSED BOARDWALK AND RAMPS, <br />MR, BALL OF SUMMERPLACE INFORMED THE BOARD THAT ON A <br />RECENT WEEKDAY, HE COUNTED OVER 1.00 VEHICLES PARKED AT WABASSO REACH <br />PARK, INCLUDING SOME BIG MOBILE CAMPERS. <br />IN FURTHER DISCUSSION, IT WAS NOTED THAT THE PROPOSED <br />PLAN CALLS FOR 37 PARKING PLACES, AND MR. BERG POINTED OUT THAT <br />NOW VEHICLES PARK ALMOST ANYWHERE, INCLUDING ON THE DUNES, <br />COMMISSIONER SIEBERT STATED IF WE ARE GOING TO DO THIS <br />PROJECT, WE SHOULD DO A REALLY FIRST CLASS JOB, BUT SUGGESTED THAT <br />THE FIRST PHASE WOULD BE TO PUT IN JUST THE ROAD SYSTEM, NOT THE <br />PARKING. HE FELT A SECOND PHASE WOULD BE TO PUT IN A CONCESSION <br />STAND, PUT IT OUT FOR BID, AND THEN MAKE THE CONCESSIONAIRE THE <br />CARETAKER. <br />INTERGOVERNMENTAL COORDINATOR THOMAS INFORMED THE BOARD <br />THAT ANY TIME STATE FUNDS ARE USED, IT PROHIBITS A CONCESSION <br />STAND. <br />1:2 <br />FEB 2 2 1978 34 rux <br />_ <br />
