C.D. — Manual on Uniform Traffic Control Devices), <br /> the speed limit on County roadways shall be set as close as possible to the 85th <br /> percentile speed ; that is, the speed which 85 percent of free-flowing vehicles are <br /> traveling at or below. In business and residential areas, the speed limit on paved <br /> roadways shall be posted at 30 miles per hour.
