August 1, 1977 <br />_ TO: L.. S. "Tommy" Thomas , <br />.. <br />-SUBJECT: Budget - <br />Dear Tommy. <br />Your letter to Alma Lee,'dated July 25, 1977, has been given to <br />me for reply. I.have to apologize for the delay. However,. Chairman <br />- .-Wodtke, asked me to.substitute in the Clerk's Tenative Budget•the <br />-- original 1976=77 budget figures for the May 31 figures.: This. turned <br />out to be.a little bigger problem than I first.thought it would. It <br />-seems that some of the accounts that had positive figures at May 31, <br />.-.had zeros at the beginning of the year and the computer refused to <br />accept zeros. My lead operator, Dusty Spires;. whom I consider to be' <br />° ..quite good, nearly lost her religion-over-the problem, but.finally <br />pursuaded the computer to take the zero-budget figures. I think sfie <br />''threatened to take a can opener-to the machine if it didn't*do what <br />'ft was supposed to. Anyway, we got the job done and the Commissioners <br />should have received their up-dated budget runs Friday afternoon to <br />:study over the.weekend. .. <br />Now for the answers that you feel will be helpful in whatever <br />analysis you are trying to make. Have you flipped over to the last <br />' page of expenditures in the Tenative-Budget run for each fund and <br />found a line entitled "Cash Forward" and have you moved your eyes <br />across the page to a column marked "Projected Expense"? Now doesn't <br />-the number•.in that slot answer your first question about projected <br />"-' :surplus for fiscal year 1976-77? , <br />;..Unless there has been a typographical error., your second question <br />- 3s a repetition of your first.- Assuming, however, that you have a typo <br />-- <br />-and really meant the projected surplus of September 30, 1975, then <br />=you need only to look back across the page to the. column marked <br />"Broposed Budget" and Guess TJhat! <br />I wonder if you realize that in County Finance, the term, "Cash <br />'Forward" does not mean cash literally. It means net worth or fund <br />.-balance. which for the most part is cash or liquid assets. <br />y w You might notice that the projected Cash Forward at September •30, <br />1978 ,and the Reserve for Contingencies in- the General Fund is a big <br />-fat zero. -Then you might send another letter to me, through one of <br />--the Commissioners, asking how come? Well, we have this construction <br />= <br />'-loan on the landfill which will be re-financed with a revenue bond. <br />Vhen.this happens, the $500,000 (look on page 44 of the up-date) can ' <br />--substitute for Reserve for Contingencies on the Cash Forward.
