GARDNER STATED THAT THEY HAVE NO ASSURANCE RIGHT NOW. <br />HE NOTED THAT THEY OBVIOUSLY HAVE TO COME BEFORE THE BOARD AND THE <br />DER, BUT POINTED OUT THAT THEY HAVE TO START THIS TIMELY PROCESS AT <br />SOME POINT WHICH IS WHY HE IS HERE TODAY. <br />COMMISSIONER LOY NOTED THAT THEY HAVE NOT ANSWERED THE <br />QUESTIONS ON THE APPLICATION FOR A SEWERAGE FRANCHISE WHICH HAVE TO <br />DO WITH THE OWNERS OF THIS PROJECT. ' <br />MR. GARDNER STATED THAT CONDO PROPERTIES OUT OF HINTER PARK <br />ARE THE DEVELOPERS, THE OWNER OF THIS PARTICULAR PROJECT IS A LIMITED <br />PARTNERSHIP TO BE FORMED, AND HE CANNOT ANSWER THESE QUESTIONS ABOUT <br />A PARTNERSHIP WHICH IS NOT NOW IN EXISTENCE. <br />ATTORNEY COLLINS POINTED OUT THAT THE COUNTY CANNOT GRANT <br />A FRANCHISE TO A NON-EXISTENT ENTITY. <br />MR. GARDNER STATED THAT HE COULD CALL THE SECRETARY OF <br />STATE TO SEE IF THE PARTNERSHIP HAS BEEN RECORDED YET, <br />CHAIRMAN WODTKE ASKED IF MR. GARDNER IS AT LIBERTY TO <br />DIVULGE WHO.THE PARTNERS WILL BE, <br />MR. GARDNER STATED THAT CONDO PROPERTIES WILL BE ONE OF THE <br />PARTNERS -AND NATIONAL HOUSING PARTNERSHIPS OUT OF WASHINGTON, D.C., <br />WILL BE THE OTHER PARTNER, <br />COMMISSIONER-LOY NOTED THAT WE DON'T HAVE ANY FINANCIAL <br />INFORMATION ON HAND ON THE BACKGROUNDS OF THE ENTITIES INVOLVED. <br />MR. GARDNER REPLIED THAT THE PROJECT WILL CARRY THE NAME OF <br />HOUSING ASSISTANCE OF VERO BEACH, LTD., WHICH HAS NO FINANCIAL BACK- <br />GROUND. <br />ATTORNEY COLLINS STATED THAT HE DOES NOT SEE ANY REAL <br />REASON TO GO ON WITH A PUBLIC HEARING WHEN THE APPLICANT IS NOT IN <br />EXISTENCE. <br />QUESTIONS CONTINUED IN REGARD TO FINANCIAL BACKGROUND OF <br />THE APPLICANT AND WHO ACTUALLY IS THE APPLICANT. <br />MR.
