RECOMMENDED THAT A PERIOD OF TIME BE ESTABLISHED WHEREIN THE BOARD <br />CAN MAKE ITS DETERMINATION BEFORE GRANTING ANY ADDITIONAL FRANCHISES. <br />CHAIRMAN WODTKE NOTED THAT AT RATE HEARINGS WE ARE ALWAYS <br />FACED WITH COMPLAINTS ABOUT WATER THAT IS NOT FIT TO DRINK OR WASH <br />CLOTHES IN AND ASKED IF THE COUNTY LEGALLY COULD SET STANDARDS FOR <br />WATER QUALITY. <br />ATTORNEY COLLINS STATED THAT THIS DEFINITELY COULD BE BONE, <br />AND, SINCE IT IS ANTICIPATED THERE WILL BE ADDITIONAL COOPERATION <br />BETWEEN THE CITY AND THE COUNTY ON WATER PROBLEMS IN THE FUTURE, HE <br />FELT ALL SHOULD HAVE THE SAME STANDARDS. <br />COMMISSIONER Loy CONCURRED THAT WE SHOULD HAVE THE SAME <br />STANDARDS AS THE CITY OF VERO BEACH. SHE ALSO FELT THAT WE MUST <br />ESTABLISH BETTER PROCEDURES AND IMPRESS UPON THE PEOPLE THAT WE <br />HAVE RULES AND REGULATIONS WE EXPECT THEM TO GO BY, <br />CHAIRMAN WODTKE AGREED THAT, SINCE OUR CONSULTANT IS NOW <br />LOOKING AT WELLFIELD SITES AND POSSIBLY TREATMENT PLANT SITES,WE <br />SHOULD NOT APPROVE ADDITIONAL WELLS FOR PRIVATE FRANCHISE HOLDERS <br />THAT WOULD BE ELIMINATED WHEN THE COUNTY DOES GET INTO ITS WATER <br />PROGRAM. <br />ATTORNEY COLLINS STATED HE FELT THE. COUNTY HAS THE RIGHT <br />TO SET A MORATORIUM ON WATER FRANCHISES UNTIL THEY CAN DETERMINE <br />HOW THEY ARE GOING TO PROCEED. <br />COMMISSIONER LOY NOTED THAT, THOUGH SHE FEELS WE <br />DEFINITELY HAVE AN EMERGENCY SITUATION, SHE WOULD NOT WANT TO <br />4 CONSIDER AN EMERGENCY MORATORIUM WITH ONLY THREE BOARD MEMBERS <br />PRESENT, AND, IN ANY EVENT, AN EMERGENCY ORDINANCE REQUIRES <br />FOUR VOTES. SHE FELT THAT SHE WOULD, HOWEVER, LIKE TO INDICATE <br />TO THE PEOPLE THAT WE FEEL THIS ACTION IS NECESSARY AND INSTRUCT <br />THE ADMINISTRATOR TO PUT A TEMPORARY HOLD ON THE SITUATION. <br />ATTORNEY COLLINS FELT THIS CAN JUST BE ADDRESSED AT THE <br />NEXT MEETING. <br />CHAIRMAN WODTKE INSTRUCTED THAT THIS MATTER BE MADE AN <br />AGENDA ITEM FOR THE NEXT REGULAR MEETING OF JUNE 7TH. <br />ON MOTION BY COMMISSIONER Loy, SECONDED BY COMMISSIONER <br />24 <br />MAY 2 <br />BOOK PACE 24 <br />
