THE COMMISSION IS NOW IN THE PROCESS OF TRYING <br />TO SET UP A COUNTYWIDE SEWER AND WATER PROGRAM AND WOULD HATE TO <br />MAKE DECISIONS AT THIS TIME THAT WOULD BE INCONSISTENT WITH AN <br />OVERALL COUNTY PROGRAM. THE ATTORNEY CONTINUED THAT HE HAS, THEREFORE, <br />DRAFTED AN ORDINANCE.ESTABLISHING A MORATORIUM ON THE ISSUANCE OR <br />EXTENSION OF SEWER AND WATER FRANCHISES FOR SIX MONTHS.
