0 <br />v <br />ASSISTANT PLANNER BERG STATED THAT THIS PROPERTY IS LOCATED <br />ON THE BEACH SOUTH OF ROUND ISLAND PARK NOT FAR FROM THE ST. LUCIE <br />COUNTY.LINE.- THE LOT ACTUALLY EXTENDS ALL THE WAY WEST TO THE INDIAN <br />RIVER, BUT THE PART TO BE REZONED LIES BETWEEN S.R. AIA AND THE OCEAN, <br />MR. BERG INFORMED THE BOARD THAT THIS IS AN ENVIRONMENTALLY SENSITIVE <br />AREA, AND ALTHOUGH A LOT MAY CONTAIN SEVERAL ACRES OF LAND, VERY LITTLE <br />OF IT IS USABLE. MR. BERG CONTINUED THAT THE OWNER WISHES TO SUB- <br />DIVIDE THE PORTION OF THE LOT EAST OF AIA INTO THREE LOTS. RE <br />STATED THAT THE PLANNING DEPARTMENT HAS NO OBJECTION AND FEELS THAT <br />THE R -I WOULD BE A REASONABLE USE AND WOULD MAINTAIN LOW DENSITY. HE <br />NOTED THAT IT MERELY CHANGES THE LOT FRONTAGE TO A 75' MINIMUM INSTEAD <br />OF A 100' MINIMUM. MR. BERG CONTINUED THAT THE ZONING COMMISSION <br />HAS RECOMMENDED APPROVAL, AND THE HEALTH DEPARTMENT HAS GIVEN THEIR <br />APPROVAL OF A REVERSE OSMOSIS SYSTEM FOR WATER. HE POINTED OUT THAT <br />THIS PROPERTY IS FURTHER LIMITED BY THE COASTAL CONSTRUCTION SETBACK-'- <br />LINE, <br />ETBACK- <br />LINE, AND HE FELT THIS WOULD BE THE FIRST OF MANY SIMILAR REQUESTS <br />THAT WILL BE MADE, <br />DANA HOWARD OF CARTER ASSOCIATES, INC., CAME BEFORE THE <br />BOARD REPRESENTING .JAY LESHAW AND STATED THAT MR. LESHAW HAS HAD THE <br />WATER TESTED AND IT IS HIGH IN SALTS, BUT HIS ENGINEERS SAY THAT A <br />REVERSE OSMOSIS SYSTEM WILL TAKE CARE OF THE PROBLEMS. IT -IS TO BE <br />A SMALL SYSTEM AND WILL BE A COMMUNITY UNIT. MR. HOWARD NOTED THAT <br />MOST OF MR. LESHAW'S PROPERTY WHICH RUNS ALL THE WAY OUT TO THE RIVER <br />IS IMPOUNDED AND UNUSABLE, AND HE IS VERY ANXIOUS TO DO SOMETHING <br />WITH THE PART HE CAN USE. <br />THE BOARD EXPRESSED SOME CONCERN ABOUT THE SUCCESS OF REVERSE <br />OSMOSIS SYSTEMS, <br />COMMISSIONER SIEBERT ASKED IF THE ZONING APPLICATION WAS <br />SIGNED BY THE APPLICANT, AND MR. HOWARD STATED THAT HE SIGNED IT <br />FOR THE APPLICANT AND WAS GIVEN AUTHORIZATION TO•DO SO. <br />COMMISSIONER Loy POINTED OUT THAT WE HAVE A RULE THAT SAYS <br />WE MUST HAVE WRITTEN AUTHORITY FOR SOMEONE TO REPRESENT A <br />PETITIONER, AND ALL WE HAVE IS A LETTER SIGNED BY THREE PEOPLE SAYING <br />THAT MR.
