<br />(a) 'mo Company shall have the authority to promulgate

<br />each and all of its consumers; provided, however, that such rales,

<br />the provisions hereof or with the laws of the State of Florida'

<br />left with the Board of County Commissioners, the Company, before
<br />discretionary action is ta1wn by the Board of the County Com de-
<br />sioners, can request said Board that a group of arbitrators be
