S <br />r <br />No <br />ATTORNEY BOGOSIAN POINTED OUT THAT CUSTOMER SERVICE IS <br />GOING TO INSTALL A NEW WELL AND MAKE IMPROVEMENTS AND INTENDS TO <br />DO THIS WITH THE ADDITIONAL CHARGES IF GRANTED, THE PEOPLE THAT <br />ARE ON THE SYSTEM NOW WILL NOT BE AFFECTED BY THE INCREASED HOOK- <br />UP CHARGE - LAUREL HOME BUILDERS WILL BE AFFECTED BECAUSE THEY WILL <br />BE CHARGED THIS HOOK-UP FEE IN THE FUTURE. THESE CHARGES WILL GIVE <br />THE CORPORATION A RESERVE TO MAKE THE IMPROVEMENTS AND DRILL THE <br />ADDITIONAL WELL. <br />`CHAIRMAN WODTKE ASKED IF ALL OF THE FRANCHISE AREA IS <br />OWNED BY LAUREL HOMES. <br />TOM SHUTTS STATED THAT THEY PRESENTLY HAVE PLATTED I24 <br />LOTS IN UNITS I AND 2 AND ABOUT 64 REMAIN TO BE CONSTRUCTED. THERE <br />IS ADDITIONAL ACREAGE IN THE FRANCHISE AREA THAT HAS NOT BEEN <br />PLATTED. LAUREL BUILDERS OWNS ALL THE LOTS NOT SOLD AND THE <br />ADDITIONAL ACREAGE, <br />COMMISSIONER SCHMUCKER FELT $1,000 IS A VERY HIGH FEE, <br />AND ATTORNEY BOGOSIAN STATED THAT THIS IS ACTUALLY MORE OF A <br />BOOKKEEPING MANIPULATION THAN ANYTHING ELSE, AND HE FELT IT IS <br />BETTER THAN LEVYING ADDITIONAL RATES ON THE CUSTOMERS. <br />CHAIRMAN WODTKE PERSONALLY FELT THI.S IS THE PROPER WAY <br />FOR THIS TO BE DONE, BUT NOTED THAT THE CUSTOMERS WHO BUY THE <br />HOUSES WILL PAY THE PRICE FOR THE EXPANSION AND ASKED IF THE <br />COMPANY DOWN THE LINE WILL BE LOOKING FOR A RETURN ON THE MONEY <br />THOSE PEOPLE PAID IN. <br />ATTORNEY BOGOSIAN STATED THAT HE COULD NOT ANSWER THAT, <br />BUT FELT THIS IS THE ONLY SENSIBLE APPROACH SO THEY CAN OPERATE <br />ADEQUATELY AND NOT HAVE TO COME BACK AND ASK FOR INCREASED RATES <br />TO MAKE IMPROVEMENTS LATER. HE FELT THIS WILL BE A VIABLE,SOUND <br />SYSTEM AND NOTED THAT IT IS NOT CHARGING THE MAXIMUM RATES ALLOWED. <br />COMMISSIONER SIEBERT STATED THAT HE UNDERSTANDS THE <br />CHAIRMAN'S CONCERN, BUT FELT THE IMPACT WILL BE MINIMAL BECAUSE <br />OF THE WAY THEY ARE DOING IT, AND POINTED OUT THAT IT WOULD AVOID <br />HAVING A RATE INCREASE TO MAKE CAPITAL IMPROVEMENTS. <br />wi <br />337 <br />
