members who shall be appointed by the Board of County Com- <br />missioners. The Chairman of the Board of County Commissioners <br />shall serve as Chairman of the Council. Two members of the <br />Council shall be elected municipal officials. Three members of <br />the Council shall be owners or operators of motels, hotels, or <br />other tourist accommodations located in Indian River County and <br />subject to the tax hereby levied. Three members of the Council <br />shall bd persons who are involved in the tourist industry and <br />who have demonstrated an interest in tourist development, that <br />are not,owners or operators of motels, hotels or other tourist <br />accommodations in the County and subject to the tax hereby levied. <br />All members of the Council shall be electors of the County. <br />The members of the Council shall serve for staggered terms of <br />four (4) years. <br />Chairman Board of County Commissioners 4 years <br />Elected Vero Beach City Councilman 2 years <br />Elected Municipal official (rotated among other <br />municipalities) 4 years <br />Owner or operator of motels, hotels or other <br />accommodations) 4 years <br />Owner or operator of motels, hotels or other <br />accommodations) 2 years <br />Owner or operator of motels, hotels or other <br />accommodations) 2 years <br />Person involved in tourist industry 4 years <br />Person involved in tourist industry 4 years <br />Person involved in tourist industry 2 years <br />The Council hereby established shall be responsible for <br />making recommendations to the*Board of County Commissioners for <br />the effective operation of the uses of the tourist development <br />tax revenue raised by the tax levied prior to action by the <br />Board of County Commissioners on such matters, and may perform <br />such other duties or functions as hereinafter may be prescribed <br />by ordinance or Resolution including the review of all <br />contracts with each Chamber of Commerce. <br />The Council shall continuously review all expenditures of <br />revenue from the Tourist Development Trust Fund and shall <br />receive detailed line item tax expenditure reports from the <br />Board of County Commissioners, or its designee, not less than <br />-5- <br />
