a <br />THE CHAIRMAN THEN ASKED FOR RECEIPT OF BIDS IN ACCORDANCE WITH <br />THE NOTICE AND THE FOLLOWING SEALED BIDS WERE RECEIVED, OPENED AND READ: <br />NO BIDS WERE RECEIVED. <br />SAM SHANNON, EXECUTIVE DIRECTOR OF THE TREASURE COAST REGIONAL <br />PLANNING COUNCIL, APPEARED BEFORE THE BOARD TO DISCUSS THE DEVELOPMENT <br />OF REGIONAL IMPACT (DRI) THRESHOLD REPORT. HE INFORMED THE BOARD THAT <br />AN ISSUE HAS ARISEN LATELY RELATING TO THE RESIDENTIAL CRITERIA FOR <br />DRI, WHICH IS`'BASICALLY RELATED TO THE POPULATION OF.THE COUNTY IN. <br />WHICH THE DEVELOPMENT IS'GOING TO OCCUR. HE NOTED THAT PALM BEACH <br />COUNTY WENT TO A NEW THRESHOLD OF 3,000 UNITS INSTEAD OF 2,000 UNITS <br />BECAUSE OF A POPULATION CHANGE, MARTIN COUNTY WENT FROM 500 TO 150, <br />AND HE BELIEVES INDIAN RIVER COUNTY REMAINED AT 500. MR. SHANNON <br />STATED THAT THE REPORT LOOKS AT THE DEFINITION OF DRI, HOW IT IS <br />DECIDED THAT A PARTICULAR PROJECT IS A DRI, WHETHER ALL THE CATEGORIES <br />SAID TO BE DRIS ARE APPROPRIATE; AND ALSO WHETHER ANY OTHER KIND OF <br />DEVELOPMENT ACTIVITIES SHOULD BE INCLUDED. ONE REASON FOR HAVING A <br />DRI PROCESS WAS A CONCERN THAT A DEVELOPMENT OCCURING IN ONE AREA <br />WOULD AFFECT PEOPLE LIVING SOMEWHERE ELSE, AND THOSE PEOPLE BEING <br />AFFECTED WOULD NOT HAVE ADEQUATE REPRESENTATION. THE BASIC PREMISE <br />IS TO LET OTHERS PARTICIPATE IN THE DECISION MAKING PROCESS. MR. <br />SHANNON FELT THAT THEY DID DETECT A FLAW IN -TRYING TO APPLY THAT <br />THEORY TO THE LAW, IN REGARD TO WHERE IT WOULD INVOLVE "MORE THAN <br />ONE COUNTY" IN THE DEFINITION. HE NOTED FOR INSTANCE THAT PALM BEACH <br />— COUNTY HAS 37 CITIES AND WHAT HAPPENS IN ONE CAN CERTAINLY AFFECT THE <br />OTHERS, BUT THERE IS NO WAY FOR THE OTHERS TO PARTICIPATE. <br />COMMISSIONER SIEBERT ASKED WHETHER HE MEANT THAT A DEVELOPMENT <br />IN THE COUNTY COULD BECOME A DRI IF IT IMPACTED A MUNICIPALITY WITHIN <br />THE COUNTY. <br />MR. SHANNON DISCUSSED THAT POSSIBILITY BUT FELT EITHER CHARTER <br />GOVERNMENT OR A SPECIAL ACT WOULD BE NEEDED IN.ORDER TO.PERMIT THE <br />COUNTY TO LOOK AT MULTIJURISDICTIONAL IMPACTS. <br />MR. SHANNON DISCUSSED THE STANDARDS OR LIMITS SET FOR <br />DETERMINING WHETHER A DEVELOPMENT IS A DRI AND NOTED THE PROBLEM <br />IS THAT SOME DEVELOPMENTS TRY TO SLIP UNDER THE REQUIREMENTS BY <br />9 <br />EWA J10 pgr <br />AUG 9 91978 ,y <br />
