1�J <br />EDWARD REGAN, DIRECTOR OF THE COMMUNITY BLOCK GRANT PROGRAM, <br />INFORMED THE BOARD THAT THERE STILL IS A SMALL MATTER THAT NEEDS TO <br />BE RESOLVED IN REGARD TO ROUGH GRADING THE LIMEROCK FOR THE GIFFORD <br />TENNIS COURTS. <br />MR. WEHR STATED THAT THE GIFFORD PROGRESSIVE CIVIC LEAGUE <br />WAS UNDER THE IMPRESSION THAT THE ROUGH GRADING OF THE LIMEROCK <br />WOULD BE DONE BY THE COUNTY, BUT THIS WAS NOT BROUGHT UP AGAIN AT <br />THE LAST MEETING, AND HE NOW UNDERSTANDS THAT IT MUST BE AUTHORIZED. <br />ADMINISTRATOR .JENNINGS FELT THERE IS NO OBJECTION TO THE <br />COUNTY GOING IN AND ROUGH GRADING THE LIMEROCK AS LONG AS IT IS <br />THOROUGHLY UNDERSTOOD THAT THE ASPHALT, ETC., IS NOT TO BE APPLIED <br />UNTIL OTHERS HAVE FINE GRADED THE LIMEROCK. HE STATED THAT WE HAVE <br />THE CAPABILITIES FOR ROUGH GRADING, BUT HE WOULD LIKE THE MINUTES <br />TO SHOW THAT THE FINISH GRADE, THE DRESSING, CROWNING, ETC., OF THE <br />1 <br />LIMEROCK MUST BE DONE BY OTHERS BEFORE THE ASPHALT IS APPLIED. <br />MR, WEHR STATED THAT DICKERSON WILL DO ALL THAT, AND <br />COMMISSIONER SIEBERT ASKED WHY THEY CANT DO THE ROUGH GRADING. MR. <br />WEHR STATED THAT HEIS TRYING TO SAVE MONEY. <br />. ADMINISTRATOR JENNINGS REPEATED THAT THE COUNTY CAN ROUGH <br />GRADE, BUT IF THIS IS NOT FINISHED IN A PROPER MANNER, THE <br />COURT WILL NEVER BE SATISFACTORY SO HE WANTS IT THOROUGHLY UNDERSTOOD <br />THAT THE COUNTY IS ROUGH GRADING ONLY. <br />COMMISSIONER SCHMUCKER SUGGESTED THAT THE BOARD JUST INSTRUCT <br />THE ADMINISTRATOR TO PUSH THE PILES OF LIMEROCK DOWN AS THE TRUCKS <br />COME IN, AND THEN DICKERSON CAN COME IN AND FINISH THE JOB, <br />CHAIRMAN VIODTKE STATED THAT HE DID NOT HAVE ANY PROBLEM WITH <br />INSTRUCTING ADMINISTRATOR JENNINGS TO GO.UP AND ROUGH GRADE THE <br />LIMEROCK. <br />THE BOARD AGREED THAT THE ADMINISTRATOR SHOULD COOPERATE <br />IN ROUGH GRADING THE LIMEROCK, BUT EMPHASIZED THAT THE COUNTY IS NOT <br />RESPONSIBLE FOR THE FINE GRADING AND LAYING IN THE ASPHALT. <br />16 <br />
