s <br />CHAIRMAN WODTKE ASKED IF THIS WILL INCLUDE THE WAREHOUSE, <br />AND ATTORNEY COLLINS FELT THIS SHOULD BE'NEGOTIATED WITH THE <br />HOSPITAL BOARD BECAUSE THEY WILL BE LEASING IT. <br />PAT FLOOD, MAYOR OF THE CITY OF SEBASTIAN, CAME BEFORE THE <br />BOARD TO DISCUSS THE PROBLEM OF "DUAL TAXATION.' MAYOR FLOOD REQUESTED <br />THAT THE BOARD ITEMIZE WHERE THEY ARE USING THE MONEY SEBASTIAN IS <br />PAYING IN SO HE CAN DETERMINE WHERE THEIR MONEY IS BEING SPENT AND <br />WHERE IT IS FILTERING BACK TO THE CITY. <br />COMMISSIONER SIEBERT POINTED OUT THAT THE BOARD HAS THREE <br />FUNDS INVOLVED IN THEIR BUDGET - THE GENERAL FUND, THE ROAD & BRIDGE, <br />AND FINE AND FORFEITURE. HE INFORMED MAYOR FLOOD THAT OUR TOTAL <br />EVALUATION LAST YEAR, ACCORDING TO THE PROPERTY APPRAISER, WAS <br />APPROXIMATELY $33,332,500. WHICH WAS ASSESSED AT 4.9633 MILLS. THIS <br />RESULTED IN TOTAL AD VALOREM TAXES OF $163,960 FOR SEBASTIAN, OR <br />3.5% OF THE TOTAL AD VALOREM TAX OF THE -COUNTY. <br />MAYOR FLOOD STATED THAT THE $163,960 IS WHAT HE IS CONCERNED <br />WITH. <br />ATTORNEY COLLINS INFORMED MAYOR FLOOD THAT FINANCE OFFICER <br />BARTON WILL ITEMIZE AS BEST HE CAN, BUT POINTED OUT THAT THE BURDEN <br />IS NOT ON THE COUNTY TO SHOW THAT PHYSICALLY $163,960 CAME BACK <br />DIRECTLY TO THE CITY OF SEBASTIAN. THE FLORIDA CONSTITUTION <br />TALKS OF MONIES THAT ARE USED EXCLUSIVELY FOR THE BENEFIT OF THE <br />PEOPLE IN THE UNINCORPORATED AREAS, AND THIS IS NOT THE AREA MAYOR <br />FLOOD IS CONCERNED ABOUT. THE ATTORNEY NOTED THAT TAX DOLLARS ARE <br />SPENT FOR BENEFITS THAT MUNICIPAL RESIDENTS RECEIVE EVEN THOUGH <br />THEY MAY NOT ACTUALLY BE IN THE CITY LIMITS OF THE MUNICIPALITY <br />I.E., ROADS, SHERIFF PROTECTION, THE COURT SYSTEM, ETC. <br />FINANCE OFFICER BARTON CONFIRMED THAT THE APPROACH HE <br />TOOK WAS IN GENERALITIES AS TO UNINCORPORATED AND INCORPORATED <br />AREAS, AND HE FELT TO BREAK THESE FIGURES DOWN INTO FIVE DIFFERENT <br />MUNICIPALITIES WOULD BE ALMOST IMPOSSIBLE. <br />MAYOR FLOOD STATED THAT STARTING 1979 A LAW WILL COME INTO <br />EFFECT REQUIRING THAT THIS BE BROKEN DOWN AS TO DIFFERENT MUNICIPALITIES, <br />6M <br />BOONS 00 PAGE <br />
