MAYOR FLOOD THEN STATED THAT MOST OF THE ROADS IN THE CITY <br />OF SEBASTIAN ARE MAINTAINED BY THE CITY, BUT THERE IS SOME COUNTY <br />RIGHT-OF-WAY. HE FELT THE COUNTY COULD GO INTO THE CITY AND CLEAN <br />THE DITCH ON INDIAN RIVER DRIVE. <br />ATTORNEY COLLINS POINTED OUT THAT THE PEOPLE IN THE CITY <br />OF SEBASTIAN USE ALL THE ROADS IN THE COUNTY, AND THE TEST IS THAT <br />THE MONEY MUST BE PUT IN THE UNINCORPORATED AREA IN GENERAL, <br />MAYOR FLOOD THEN STATED THAT EVERYTHING GIVEN TO THEM FOR <br />RECREATION HAS HAD STRINGS TIED TO IT, AND EVERYTHING THE COUNTY <br />PEOPLE ARE PAYING, THEY ARE PAYING ALSO, HE NOTED THAT THIS YEAR <br />THEY PAID 1.02 MILLS FOR FINE AND FORFEITURE IN THE CITY AND <br />PROBABLY PAID THE SAME IN THE COUNTY. <br />FINANCE OFFICER BARTON STATED THAT THE COUNTY CHARGED 4,9633 <br />MILLS FOR ALL THREE FUNDS, <br />MAYOR FLOOD CONTINUED THAT THE C0UNTY DID HIRE A MAN TO <br />REPRESENT SEBASTIAN FOR ZONING PURPOSES, BUT WHEN THEY WANTED HIM TO <br />STAY UP IN SEBASTIAN TWO DAYS A WEEK, -THE BOARD WOULDN'T AGREE TO IT, <br />HE.DID NOT FFEL THE BOARD HAS JUSTIFIED THE EXTRA $163,000 THE <br />CITIZENS ARE PAYING IN SEBASTIAN, <br />COMMISSIONER LOY AND COMMISSIONER SCHMUCKER POINTED OUT <br />THAT THE FIGURES SHOW THAT SEBASTIAN IS GETTING MORE IN SERVICES THEN <br />THE COUNTY IS COLLECTING, <br />ATTORNEY COLLINS REQUESTED THAT MAYOR FLOOD TAKE THE FIGURES <br />PRESENTED TODAY, REVIEW THEM AND ISOLATE THE PROBLEM AREAS, AND THEN <br />IF DESIRED, ANOTHER MEETING CAN BE HELD ON THIS MATTER AFTER BUDGET <br />HEARINGS ARE OVER, <br />MAYOR FLOOD COMMENTED TO THE BOARD THAT HE BELIEVES THERE IS <br />A NEW LAW WHEREBY THE COUNTY MAY BE ABLE TO OPEN UP THE LANDFILL IN THE <br />NORTH OF THE COUNTY. HE FURTHER STATED THAT NICK SUIT, PRESIDENT OF <br />THE NORTH INDIAN RIVER COUNTY IMPROVEMENT ASSOCIATION, WILL NOT BE <br />PRESENT TODAY TO DISCUSS DUAL TAXATION, <br />THE BOARD THEREUPON RECESSED FOR LUNCH AT 12;00 NOON AND <br />RECONVENED WITH THE SAME MEMBERS PRESENT AT 1;30 O'CLOCK P.M. <br />26 <br />is •, ' `�' <br />
