PUBLIC HEARING – ORDINANCE 2004-031 – PREMIER CITRUS – <br />REZONE 77.43 ACRES FROM A-1 TO RS-3 (RZON 2003 <br />110240-38608) (QUASI-JUDICIAL) <br />PROOF OF PUBLICATION OF ADVERTISEMENT FOR HEARING IS ON FILE IN THE <br />OFFICE OF THE CLERK TO THE BOARD <br /> Community Development Director Bob Keating used a PowerPoint presentation (COPY <br />ON FILE WITH THE BACKUP FOR TODAY’S MEETING) to review the proposal for the <br />Board. He noted that this property is uniquely situated in that the property to the east is outside the <br />urban service area (USA) and the property abuts the West Regional WasteWater Treatment Plant <br />to the west. <br /> <br /> The Chairman opened the public hearing and asked if anyone wished to be heard regarding <br />this matter. <br /> <br />Mary Wood, <br /> 220 Sopwith Drive, President of the Indian River Aerodrome Property <br />Owners Association, stated that they have a very active private airport, a strong concern regarding <br />the potential rezoning, and are in opposition to the project. <br /> <br />Lars DeJounge, <br /> 245 Nieuport Drive, emphasized the airport’s noise and felt that the <br />rezoning would be to invite trouble by allowing the increase in density. He was also opposed to <br />the project. <br />Chairman Ginn questioned whether the Aerodrome property was discussed when the <br />project was brought before the Planning & Zoning Commission and was told that it did not. <br /> Director Keating stated that this project is half a mile from the Aerodrome, is in the urban <br />service area, and has been anticipated by the Comp Plan for years. <br /> <br />th <br />Mark Brackett, <br /> 1915 34 Avenue, stated that he was aware of the Aerodrome’s position <br />but had identified the take-off patterns and done some informal studies.
