October 20, 2005 <br />SPECIAL CALL MEETING <br />OF <br />THE BOARD OF COUNTY COMMISSIONERS <br /> <br />The Board of County Commissioners of Indian River County, Florida, met to <br />authorize the County Administrator, Joseph Baird, to take emergency action during Hurricane <br />th <br />Wilma. The Special Call meeting was held in the County Commission Chambers, 1840 25 <br />Street, Vero Beach, Florida, on Tuesday, October 20, 2005, at 11:00 a.m. Present were Chairman <br />Thomas S. Lowther, Vice Chairman Arthur R. Neuberger, and Commissioners Sandra L. Bowden <br />and Wesley Davis. Gary C. Wheeler was absent. Also present were County Administrator Joseph <br />Baird, County Attorney William G. Collins II, Executive Aide to the Board Kimberly Massung, <br />and Deputy Clerk Maria I. Suesz. <br /> <br /> <br />1. CALL TO ORDER <br />Chairman Lowther called the meeting to order. <br /> <br />2. INVOCATION <br />Stan Boling delivered the Invocation. <br /> <br />3.
