POLICY DIRECTION <br />Recreation Director Cliff Crawford introduced Scott Chisholm, Chairman of the <br />Parks and Recreation Committee, whom he said would make a presentation and seek guidance <br />from the Board. <br />Scott Chisholm informed the Board that his Committee was seeking to set some <br />parameters and policies that the Board had given them in years past, on what they wanted staff to <br />look at and how they should proceed with recreation in the future. In particular, he sought <br />direction from the Board on the request to have infrastructure in place on agricultural lands for a <br />Boys and Girls Club. Although they saw the need for the Boys and Girls Club to have a home, <br />they needed policy direction from the Board as to whether the Recreation Commission should look <br />seriously into private entities. <br />Administrator Baird disagreed with some of the history presented by Mr. Chisholm <br />regarding control and use of the fairgrounds by the Soccer Association. <br />Commissioners, County staff, and Mr. Chisholm deliberated at length on the proper <br />use of the land, the type of infrastructure that was required, problems of drainage, parking, and <br />restroom facilities, the number of acreage to be utilized for building, and whether they were <br />discussing a regional park concept. <br />26 <br />October 23, 2007 <br />
