<br />Director Keating informed the Board that staff did not support this request because it does not meet <br />any of the Comprehensive Plan’s criteria to warrant a text amendment, the request would <br />undermine the purposes of the FLUE policies that would be amended, and it is in conflict with the <br />Committee for a Sustainable Treasure Coast report. He concluded with staff’s recommendation to <br />retain the current FLUE Land Use Element Policy 5.8, add the Best Management Practices, add <br />perpetuity language and recommended approval of the Resolution to transmit the amended FLUE <br />Policy 5.8 to DCA for review. <br /> <br />There were questions posed by the Board to Director Keating regarding this item. <br /> <br />The Chairman opened the public hearing. <br /> <br />Joseph Paladin <br />, President of Atlantic Coast Construction, advised he is a principal in the <br />Quail Ridge of Vero Beach PD, and he addressed the proposed changes to the Comprehensive <br />Plan. He spoke of conflicting theories on “open space” and told the Board his goal is “not to ever” <br />change the urban service line. He commented on the recommendations made by the Planning & <br />Zoning Commission, which is just the opposite of Policy 5.8 as it is now, stating that he was under <br />the impression that P&Z was very receptive to this project. <br /> <br /> Dave Knight <br />Engineer, Knight, McGuire and Associates and Engineer of the Quail Ridge <br />PD, explained that their intent was to permanently preserve low density in an agriculture PD. He <br />outlined their version of Policy 5.8 that he proposed after reviewing the packet for this meeting. In <br />conclusion, he said they are looking for flexibility. <br /> <br />th <br />Al Baldwin <br />, 4040 47 Court, felt the Board would be setting precedence by approving this <br />item.
