<br />Commissioner Wheeler felt that without a contract it would open up liability. He presented a <br />scenario of the use of riding mowers operating without a license or plate and without a contract as well <br />and thought it would be selective enforcement if the Sheriff’s Office did not arrest people on lawn <br />mowers too. <br /> <br />(Clerk’s Note: Attorney Collins advised the Chairman to return the $2.00 to Mr. Mensing. The <br />Chairman complied). <br /> <br />Director Davis, in response to Commissioner Bowden’s question of how often the County grade <br />roads, said every 3-4 weeks depending on the weather and its effect on materials. He also noted that <br />operating on a roadbed is a little more particular than mowing a lawn and there was more liability as well. <br /> <br />The Board and staff had lengthy discussions on legality, inspection, standards and insurance, and <br />the seeming selective enforcement in one neighborhood over another. They also discussed residents’ <br />objection to paying for the roads to be paved in front of their houses. <br /> <br />Mr. Mensing <br /> believed Mr. Kirrie conned the County 20 years ago. He asked if there was <br />something the Commission or staff could do so that what has gone on does not continue. <br /> <br />Discussion ensued on whether to allow such practices on county roads.
