10.B. PLANNING AND ZONING COMMISSION (P&Z) <br />RECOMMENDATION TO HIRE A CONSULTANT <br />ENGINEERING FIRM TO ADVISE ON PROPER SCOPE OF <br />TRAFFIC STUDIES FOR ROAD IMPROVEMENTS <br />Administrator Joseph Baird stated he was comfortable with the variables staff uses <br />to determine capacity. He relayed that Mr. Christopher, a member of the Planning and Zoning <br />Commission, recommended hiring a consultant to review traffic impact studies to see if we are <br />using the right variables and to compare us to other counties. Administrator Baird estimated the <br />cost to be about $15,000 and that it would take up to 90 days for completion. Staff feels they are <br />very conservative and comfortable with the variables they are using. <br />Chairman Lowther and Commissioner Neuberger felt staff was capable of doing a traffic <br />study and they did not see the necessity to expend funds for a consultant. <br />Chairman Lowther suggested having a joint workshop with staff and the Planning and <br />Zoning Commission to establish directions before they expend funds for a consultant. <br />The Board requested comments from Donna Keys, Chairman of the Planning and <br />Zoning Commission. She stated the Commission entertained the idea of having a meeting to learn <br />how other counties take the trip counts and to look at what other options are available. <br />Commissioner Davis wanted a mechanism devised to reserve capacity or have a <br />reservation of capacity on the roads, to think in Department of Transportation terms, and he felt <br />they need a consultant to plan for the future of road growth without tying up road trips with ghost <br />trips (crawls) as they do today. <br />Commissioner Bowden agreed. <br />Commissioner Wheeler felt it was important to have the study to critique how we <br />are conducting business. <br />MOTION WAS MADE by Commissioner Wheeler, <br />SECONDED BY Commissioner Bowden, to authorize <br />October 4, 2005 31 <br />
