Vice Chairman Flescher felt this would send a message to outside vendors that they <br />need not apply on County bids. He wanted to do everything necessary to encourage the local <br />business community to support the County's contracts. <br />Commissioner Wheeler indicated that the dollar amount was minimal, and did not <br />want to set precedence. He thought staff needed to be careful about setting a policy to only deal <br />within the County; otherwise, it would lessen the competitive bidding process. <br />Chairman Davis was not in favor of awarding the bid to the second bidder because <br />their bid was $500 more. <br />ON MOTION by Vice Chairman Flescher, SECONDED <br />by Commissioner Solari, the Board by a 4-1 vote <br />(Commissioner O'Bryan opposed) approved bid award to <br />FMR Electrical Contractors, Inc., as the lowest most <br />responsive and responsible bidder, meeting the <br />specifications as set forth in the Invitation to Bid; and <br />approved the issuance of a Purchase Order after receipt of <br />the appropriate Certificate of Insurance, as recommended <br />in the memorandum of January 7, 2009. <br />8.M.
