INTERGOVERNMENTAL COORDINATOR THOMAS STATED THAT THE LAST <br />REQUEST RECEIVED BY THE COUNTY FOR USE OF THIS PARTICULAR LAND WAS <br />FOR A RIFLE RANGE, WHICH THE BOARD DID NOT FEEL WAS COMPATIBLE WITH <br />THE AREA. <br />COMMISSIONER Loy INQUIRED ABOUT THE INVESTMENT NECESSARY <br />TO PUT UP SUCH A TOWER AND ASKED WHAT MR. HUBBARD USED AS A BASE TO <br />DETERMINE THE VALUE OF THE LEASE. <br />MR. HUBBARD STATED THAT THE TOWER WOULD REQUIRE AN INVESTMENT <br />OF ABOUT $25,000. HE INFORMED THE BOARD THAT HE BASED HIS FIGURES ON <br />A LAND VALUE OF $3,000 AN ACRE, BUT FELT THE LAND AS IT IS NOW IS <br />ACTUALLY VALUELESS. <br />COMMISSIONER LOY ASKED IF MR. HUBBARD WOULD BE AGREEABLE TO <br />PUTTING IN AN ESCALATOR CLAUSE OVER A PERIOD OF YEARS. <br />MR. HUBBARD POINTED OUT THAT THE COST IN THE LAND IS ALREADY <br />FIXED AND DID NOT SEE HOW AN ESCALATOR CLAUSE WOULD APPLY. HE AGREED <br />THAT THE VALUE OF THE LAND PROBABLY WOULD INCREASE OVER THE YEARS, BUT <br />NOTED THAT THE COUNTY WOULD RETAIN THE LAND. <br />ATTORNEY COLLINS POINTED OUT THAT THE VALUE OF THE DOLLARS <br />PAID ON THE LEASE WOULD DECREASE, AND WHAT IS A FAIR RENTAL TODAY MIGHT <br />WELL NOT BE TEN YEARS FROM NOW. <br />COMMISSIONER SIEBERT SUGGESTED AN ESCALATOR CLAUSE BASED ON <br />THE STANDARD COST -OF -LIVING INDEX, AND COMMISSIONER Loy SUGGESTED <br />POSSIBLE RENEGOTIATING THE BASE EVERY FIVE YEARS. <br />MR. HUBBARD NOTED THAT HE WOULD BE IN A BAD POSITION TO <br />NEGOTIATE AS HE COULD NOT VERY WELL MOVE EVERY FIVE YEARS. HE FELT <br />THAT THE PROPER VALUE OF THE LAND SHOULD BE ESTABLISHED BECAUSE IT IS <br />VERY POSSIBLE THAT $3,000 AN ACRE IS A HIGH FIGURE. <br />ATTORNEY COLLINS.AGREED THAT THE LAND SHOULD BE APPRAISED. <br />DISCUSSION CONTINUED AS TO VARIOUS METHODS OF ESCALATION, <br />AND MR. HUBBARD SUGGESTED THAT A CERTAIN AMOUNT COULD BE CHARGED FOR <br />THE FIRST TEN YEARS AND A HIGHER AMOUNT FOR THE SECOND.TEN, I.E., <br />$1,000 FOR EACH OF THE FIRST TEN YEARS AND $1,500 POR.EACH OF THE NEXT <br />TEN.
