Damien Gilliams, 1623 US 1, was in favor of purchasing the property, however he <br />also wanted to see matching funds for the homeless. <br />Chairman Wheeler explained that this was a Bond Referendum and the money was <br />to be used specifically for this area's agriculture, conservation or historical lands, and it is not <br />allowed to be used for anything else. He felt it necessary to explain that over one million dollars <br />were given to various organizations every year to help people. He did not want anyone to think <br />that certain areas within the community were being neglected. <br />There were no additional speakers and the Chairman closed the Public Hearing. <br />There was a brief question and answer period between the Board and Mr. DeBlois <br />regarding matching funds, and Commissioner Davis suggested giving the Sebastian <br />Environmental Lands Advisory Committee (if permitted) an opportunity to maintain the preserve <br />property. Chairman Wheeler agreed and thought it needed to be explored. <br />ON MOTION by Commissioner Flescher, SECONDED by <br />Commissioner Wheeler, the Board unanimously approved <br />to exercise the "Sebastian Harbor Preserve" parcel option <br />agreement, and authorized staff to proceed with due <br />diligence and close the purchase, as recommended in the <br />memorandum of January 15, 2007. <br />9.B.
