The Board also permitted staff <br />to proceed in holding public hearings, take public <br />comments, and write-up Charter Ordinances. <br />Under discussion, Vice Chair Bowden wanted to see more workshops before <br />requesting staff to draft an ordinance on Charter Government. <br />Commissioner O'Bryan said he had planned to have four to six more workshops <br />spread throughout the County to ensure dissemination of the information. He felt that drafting an <br />ordinance would help the workshops to stay "more focused". <br />Chairman Wheeler suggested hiring a consultant for direction. He wanted to <br />implement a draft ordinance so the workshops could use it for discussion, debate, and then change <br />as needed. <br />The Chairman CALLED THE QUESTION and the Motion <br />carried unanimously. The Board directed the County <br />Administrator to authorize an expenditure up to <br />$25,000.00, to hire a Consultant/Facilitator to assist the <br />Board and staff with developing the Charter Ordinance and <br />schedule and facilitate a series of public workshops and <br />public hearings. <br />Discussion ensued between Commissioners O'Bryan and Flescher regarding the <br />$25,000.00 figure.
