s <br />r� <br />ATTORNEY COLLINS STATED THAT HE IS NOT CONCERNED ABOUT THEM <br />USING THE CITY WATER AND PAYING FOR IT, BUT AS FAR AS THEM KEEPING THE <br />EXISTING ASSETS IN A CURRENT STATE OF REPAIR, HE FELT THAT THE WORDING <br />IS VERY GENERAL AND COULD BE TIGHTENED. <br />COMMISSIONER LOY AGREED, AND THEN QUESTIONED THE DEFINITION'OF <br />NORMAL REPLACEMENT" IN PARAGRAPH 17. SHE ALSO HAD A QUESTION ABOUT THE <br />CLOSING DATE IN PARAGRAPH 13 IN REGARD TO THE METERS BEING READ THREE <br />DAYS BEFORE THE CLOSING DATE. <br />IRA MACALLISTER, GENERAL MANAGER OF THE MID—FLORIDA SYSTEM, <br />STATED THAT IT TAKES ABOUT TWO DAYS TO READ THE METERS, DEPENDING ON <br />HOW MUCH HELP HE CAN GET. <br />ATTORNEY COLLINS POINTED OUT THAT THERE IS NO WAY WE WILL HAVE <br />A COMMITMENT FROM FHA BY THE CLOSING DATE OF DECEMBER 15TH, AND HE FELT <br />THE ALTERNATIVES ARE TAX ANTICIPATION "DOTES OR REVENUE SHARING. HE DID <br />NOT FEEL WE SHOULD CHANGE THE WORDING ABOUT THE COMMITMENTS. <br />ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER <br />Loy, THE BOARD UNANIMOUSLY APPROVED THE AGREEMENT WITH MID—FLORIDA <br />UTILITIES, INC., SUBJECT TO THE CHANGES RECOMMENDED TODAY; AUTHORIZED <br />THE SEEKING OF ALTERNATE FUNDING METHODS; AND AUTHORIZED THE SIGNATURE <br />OF THE CHAIRMAN. <br />SAID AGREEMENT WILL BE MADE A PART OF THE MINUTES UPON BEING <br />FULLY EXECUTED AND RETURNED. <br />ADMINISTRATOR JENNINGS STATED THAT A LETTER HAS BEEN RECEIVED <br />FROM MR. AND MRS. CHRISTENA REQUESTING THAT THE COUNTY OPEN AND CONSTRUCT <br />ORR AVENUE WEST OF DALE STREET AND LEWIS STREET SOUTH OF ROSELAND ROAD <br />SO THAT THEY MAY BUILD A ONE FAMILY DWELLING ON LOT 7, BLOCK 15, IN <br />ROSELAND. THE ADMINISTRATOR STATED THAT HE KNOWS THE COUNTY POLICY, BUT <br />THAT HE PUT THIS ON THE AGENDA BECAUSE THE LETTER WAS ADDRESSED TO THE <br />BOARD. HE NOTED THAT THIS REQUEST WOULD ENTAIL OPENING AND CONSTRUCTING <br />900' OF NEW ROAD AND TYING IT INTO EXISTING ROADS. HE FURTHER INFORMED <br />THE BOARD THAT WE PRESENTLY MAINTAIN, AND HAVE FOR SOME TIME, OTHER <br />ROADS THERE THAT WERE OPENED, BUT THE REST OF THE ROADS IN THE SUBDIVISION <br />WERE NOT OPENED AND WE DO NOT MAINTAIN THEM. HE STATED THAT THE POLICY <br />IN THE PAST HAS BEEN THAT THE DEVELOPER OF A SUBDIVISION OPENS THE ROADS <br />TO THE REQUIRED CRITERIA. <br />57 <br />m 7nr- <br />
