APPENDrx A <br />SCOPE OF SEPVTCES <br />The following services will be performed by the Indian Piver Countu <br />Department of Planning and zoning as provided in, terms of the Interlocal <br />Agreebeent between and among the Cities of Sebastian and:F llsmere and <br />Indian'Piver County. All services are directly related to preparation <br />of plan elements as required by the Local Government Comprehensive <br />Planning Act except that staff will work with plan implementation at <br />such time as the plans are completed and if funds remain in the program. <br />1. Land Use Plan. Update existing land use, evaluate environmental <br />problems and potentials, evaluate land use possibilities and <br />needs, and prepare a plan for the future development of land <br />uses within Indian River county and the Cities of Sebastian and <br />Fellsmere. , <br />B. Conservation. Examine the physical resources and limitations of <br />the area and recommend conservation of those areas and features <br />valuable to the citizens of the area. <br />3.. Traffic Circulation. Study the existing road network within the <br />county and cities and determine deficiencies. Project future <br />traffic circulation needs based upon evaluation of population, <br />economic and land use studies and projections. Recomwnd a <br />Traffic Circulation Plan to the county and cities. <br />4. Housing Element. Development of standards, plans and principles <br />to be followed in provision of decent hour n -g for existing and <br />future population, elimination of substandard housing and im- <br />provement of existing housing, end propose housing implementation <br />programs. <br />S. Sanitary Sewer, Solid Waste, Drainaae, and Potable slater. Determine <br />problems sand needs for public facilities, present and future. <br />Determine and plan general facilities which will be reauired for <br />future development of the county and cities. <br />6. Recreation and open Space. Analysis of needs and development of a <br />system of sites for passive and active recreation in the county <br />and cities. <br />• 7. Utility Element. A plan in conformance with the 10 year site plan <br />regired by the Florida Electrical Power Plant Siting Act. <br />6. Intergovernmental Coordination. Development of methods, principles <br />and guidelines to be used in coordinating the adopted Compre- <br />hensive Plans between and among the county and the several muni- <br />cipalities and with other units of local government such as <br />School Board and Drainage Districts. <br />S. Coastal Zone Protection. Study•the existing coastal zone in terms <br />of needs for conservation and preservation in order to maintain <br />ecological and recreational uses through development of -sound <br />`�. management and regulatory techniaues. <br />10. Plan Imnlementation Prnarama.- Determine methods of implementinq the <br />adopted comprehensive pians including review of existing development <br />regulations and recommendation of management techniques, financial <br />planning and budgeting and other processes which will utilize* the <br />information and plans developed under this program. <br />I b�_ IIL <br />.r <br />
