PROOF OF PUBLICATION OF ADVERTISEMENT FOR HEARING IS ON FILE IN THE <br />OFFICE OF THE CLERK TO THE BOARD <br />Director Boling noted that this item was a follow-up to the Public Hearing of <br />December 11, 2007, whereby staff was directed to re-examine the proposed amendments relating <br />to "permanent concurrency". He recapped the memorandum dated December 27, 2007 and <br />requested the Board adopt the Ordinance. <br />Discussion ensued regarding impact fees and vesting. <br />The Chairman opened the public hearing. <br />Joseph Paladin, President of Black Swan Consulting, supported and urged the <br />Board to approve the Ordinance. <br />Jim Granse, requested that the Agenda be published in the Press Journal. <br />There were no additional speakers, and the Chairman closed the public hearing. <br />Commissioner O'Bryan felt that the proposal was better than before, and despite the <br />challenge, would like to see permanent vesting for individual lot owners. <br />ON MOTION by Commissioner Wheeler, SECONDED by <br />Commissioner Flescher, the Board unanimously adopted <br />Ordinance 2008-002, concerning an amendment to Land <br />Development Regulations (LDRs); providing findings; <br />providing for an Amendment to Chapter 910, Concurrency <br />January 8, 2008 28 <br />
