B <br />V 4 <br />.r <br />OSLO, BUT DID NOT AGREE THAT IT WOULD DEVELOP SOONER THAN THE INTER- <br />SECTION AT 43RD AVENUE. MR. HENDERSON ASKED WHY THE REZONING WAS TAKING <br />PLACE NOW TO IMPLEMENT THE MASTER PLAN AND WHY IT COULDN'T WAIT UNTIL THE <br />PLAN IS ADOPTED. HE STATED THAT THEY SEE LITTLE'BASIS FOR STOPPING <br />THE C-1 AT THE EDGE OF SECTION 30 AND NOT CONTINUING IT AND ALSO DO NOT <br />SEE THE RATIONALE OF STOPPING TWO MILES FROM OCEAN SPRAY INSTEAD OF ONE. <br />HE POINTED OUT THAT RIGHT ACROSS THE STREET FROM THE COOK'S PROPERTY IS <br />HYATT'S PACKING HOUSE, ONE OF THE FEW EXISTING USES OUT THERE. HE <br />DISCUSSED THE NEWNESS OF THE PACKING PLANT AND FELT IF IT IS IN AN <br />INDUSTRIAL ZONE, THE ZONING ACROSS THE STREET FROM IT SHOULD STAY, <br />COMMERCIAL. <br />T. M. BARNES, JR., APPEARED REPRESENTING HIS FATHER WHO HAS <br />OWNED PROPERTY IN THIS AREA FOR ABOUT 15 YEARS. HE STATED THAT HIS <br />FATHER IS IN THE CITRUS BUSINESS AND PLANS TO CONTINUE, BUT HE FEELS <br />VERY BETRAYED BECAUSE THE ZONING HAS BEEN CHANGED BACK AND FORTH. HE <br />NOTED THAT THEY DO NOT BELIEVE THE PROPERTY WILL ALL STAY CITRUS BECAUSE <br />OF THE PRESSURES FORCING THEM TO CHANGE, AND THEY WOULD PREFER, TO HAVE <br />THE PROPERTY LEFT AS IT IS. SNR. BARNES CONTINUED THAT THEY ALSO FEEL <br />DISCRIMINATED AGAINST BECAUSE THEY ARE RIGHT AT 66TH AVENUE ON THE <br />BORDERLINE OF THE COMMERCIAL AREA AND DO BELIEVE THIS IS ARBITRARY. <br />MR. BARNES FELT THERE WERE SOME ALTERNATIVES TO THE PLANS WHICH WERE <br />OFFERED AND ALSO FELT SOME OF THE DECISIONS IGNORE SOME VERY BASIC <br />ECONOMIC ASPECTS. HE NOTED THAT THE BOARD IS SAYING THERE ARE NO MARKETS <br />FURTHER WEST, BUT HE FELT THIS IS BEING DETERMINED BY THE BOARD'S ACTIONS. <br />HE NOTED THAT AT THE PLANNING AND ZONING BOARD'S PUBLIC HEARING THERE WAS <br />A VERY LARGE NUMBER OF PEOPLE PRESENT, AND HE FELT THIS IS AN INSTANCE <br />OF HOW GOVERNMENT DOES NOT RESPOND TO THE TAXPAYERS. MR. BARNES POINTED <br />OUT THAT JUST BY REDUCING SO MANY MILES OUT IN ST. .JOHN'S MARSH, YOU j <br />HAVE CUT OFF.SIX MILES OF COMMERCIAL. HE STATED THAT THESE DECISIONS <br />HAVE A FAR REACHING ECONOMIC IMPACT AND THAT IT IS NAIVE TO SAY IF ACROSS <br />THE ROAD THE PROPERTY CAN BE USED COMMERCIALLY AND THEIRS CANNOT, THAT <br />THERE IS NOT DEFINITELY AN INFLUENCE ON THEIR LAND.
