and these records shall be available for inspection and copying <br />by the City at all reasonable times. <br />The flow of water shall always be from the City's system to. <br />the County's system. The City shall not wheel any water through <br />its system from any source other than its.own wells or otherwise <br />perform any services which would result in the.comingling of <br />water in the City's lines of water from any water source other <br />than the City's water treatment plant. <br />18. The City reserves the right to inspect, test, repair, or <br />replace. the facilities noted in paragraphs (7) and (8), above, or <br />any other facilities, if any, hereafter installed for the use and <br />benefit of the "area's" system or any part thereof. Such re- <br />placements or repairs, if any, shall be charged to and paid for <br />by County under the formula stated in paragraph (9), above. If <br />time permits, County shall be advised in advance of such planned <br />expenditures. <br />19. The water to be supplied hereunder shall be delivered <br />to the County only for the "area's" customers retail end use, and <br />shall not be for resale by any of the County's customers. <br />20. County shall prevent and protect against excessive use <br />and.waste of water by elevated tank overflows, water main breaks, <br />other leakage, and uses by the "area's" customers, including the <br />watering of lawns. County shall take all steps necessary, in- <br />cluding the enactment of necessary ordinances, rules, and regulations <br />to enforce this paragraph. No additional customers shall be added <br />to the system during the term of this agreement except as required <br />by the five (5) contracts attached hereto, except by prior written <br />consent thereto by the City Council on a case-by-case basis. <br />However, no service shall be for any area outside of the former <br />Mid -Florida service area. <br />21. The City may either in law or equity, by suit, mandamus <br />or other proceedings, enforce or compel specific performance of <br />any and all of the terms, covenants and conditions herein contained <br />and County shall pay all reasonable attorney's fees for same. <br />22.
